HARE Chief of Police City Treasurer MEMORANDUM TO: The Honorable City Council FROM Susan Cauldwell , Administrative Assistant DATE: June 2, 1989 SUBJECT: AD-84-2 The Lighting and Landscaping Maintenance Assessment District (AD-84-2) was formed in May 1984. Assessments in this district have been levied every year since FY84-85. Two actions are needed relative to AD-84-2. The first action is to approve the Engineer' s Report (copy enclosed). The report describes the improvements to be maintained in AD-84-2 as well as the method of assessment. Two new zones of benefit have been added to AD-84-2 for FY89-90. They are Tract Nos. 3019 and 3525 (Warmington) and Tract No. 3306 (Glenhaven). Total estimated expenditures for the zones of benefit are projected to be $110,423. The assessments for lighting and landscaping for a single family level 1 home are $24. 56 and $15. 10 respectively for a total annual assessment of $39.66. (This compares to $37.85 in FY88-89 with $20.74 and $17. 11 for lighting and landscaping, respectively. This is a 4.78% increase). The projected budget for street lighting in FY89-90 is $192,000. The City is currently responsible for approximately 1750 street lights. The total projected budget for citywide landscaping is $99,062. This total includes six median islands, pepper tree spraying, tree removal , trimming replacement, weed abatement, and miscellaneous improvements. The second action is to declare the Council ' s intention to make changes in the annual assessments for AD--84-•2 and to set a public hearing to hear objections to the work or the extent of assessment district. Recent changes in state law now permit the public hearing to take place up until the last regularly scheduled meeting of the fiscal year. Staff Recommendation That the City Council 1) adopt Resolution 89- approving the Engineer' s Report for AD-84-2 (Lighting and Landscaping Maintenance Assessment District) commencing July 1, 1989 and ending June 30, 1989 and ending June 30, 1990; and 2) adopt Resolution 89- making certain changes, ordering the annual assessments; and fixing the public hearing for AD-84-2. 3) review the proposed budget for AD-84-2 in conjunction with the Council ' s review of the proposed FY89-90 City budget.
