Moorpark, California May 2, 2022
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark
was held on May 2, 2022, at the Moorpark Community Center located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
Chair Morgan called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Flame led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Flame, Gunning, Vice Chair Estrella, and
Chair Morgan.
Absent: Commissioner Ho.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director and
Kimberly Sexton, Administrative Assistant II.
4. PUBLIC COMMENTS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Commissioner Gunning reported he attended the Easter Egg Hunt on April 16
with his family and complimented recreation staff on what seemed to be the
biggest event yet.
Commissioner Gunning reported the City of Moorpark has installed a practice
disk golf course at Arroyo Vista Park.

Commissioner Flame reported he attended the Boys and Girls Club Auction and
Gala at the Ronald Regan Library, in support of children in Moorpark that attend
the center.
Commissioner Flame reported he attended the Rudy Perez memorial event on
April 24 at Oak Park.
Commissioner Flame reported he attended ribbon cuttings at Coaches Ice
Cream Parlor and Dover Saddlery.
Commissioner Flame announced an upcoming event by the Moorpark Morning
Rotary Club, The Moorpark Field of Valor, at Tierra Rejada Park, on May 30.
Commissioner Flame announced the Moorpark Morning Rotary Club planted a
tree on Miller Parkway.
Vice Chair Estrella commented that he would like to volunteer on the 4th of July
event.
Chair Morgan announced an upcoming free event, the Moorpark Earth Festival &
Arbor Day Celebration, on May 7 at Arroyo Vista Community Park from 9:00 a.m.
to 1:00 p.m.
Chair Morgan requested Staff provide an update regarding water shortage
conditions and measures.
7. PRESENTATION/ACTION/DISCUSSION:
A. Consider Naming the Inclusive Playground at Tierra Rejada Park. Staff
Recommendation: Make a recommendation to City Council regarding a
name for the Inclusive Playground at Tierra Rejada Park.
Mr. Laurentowski gave the report.
There were no speakers.
Commissioners and Staff discussed engaging the community in the park
naming process and continued the item to a future undetermined date.
MOTION: Commissioner Gunning moved, and Vice Chair Estrella seconded a
motion to continue the item to an undetermined date. The motion carried by
voice vote, 4-0.
B. Consider Artist Selection Panel for Inclusive Playground Art Project at
Tierra Rejada Park. Staff Recommendation: Select one or two Parks and
Recreation Commissioner(s) to participate on the Artist Selection Panel for
the inclusive Playground Art Project.

Mr. Laurentowski gave the report.
There were no speakers.
Commissioner Flame and Vice Chair Estrella volunteered to participate on
the Artist Selection Panel.
MOTION: Commissioner Gunning moved, and Chair Morgan seconded a motion
to appoint Commissioner Flame and Vice Chair Estrella to the Artist Selection
Panel for the Inclusive Playground Art Project at Tierra Rejada Park. The motion
carried by voice vote, 4-0.
C. Consider Dates for Spring Tour. Staff Recommendation: Select a date
and time and five or six parks to tour during the Spring 2022 Special
Commission meeting and Park Tour.
Mr. Laurentowski gave the report.
There were no speakers.
Commissioners and Staff discussed current park projects.
MOTION: It was the consensus of the Commissioners to hold the Spring Special
Commission Meeting and Park Tour on May 22, 2022, at 10:00 a.m. and tour
Arroyo Vista Community Park, Campus Park, College View Park, Magnolia Park
and Mammoth Highlands Park and Trails.
8. CONSENT CALENDAR:
A. Approval of Minutes of the Regular Parks and Recreation Commission
Meeting of February 7, 2022. Staff Recommendation: Approve as
presented.
MOTION: Commissioner Flame moved, and Vice Chair Estrella seconded a
motion to approve the consent calendar. The motion carried by voice vote, 4-0.
9. ADJOURNMENT:
Chair Morgan adjourned the meeting at 7:10 p.m.
