SUBJECT: Consider Levying Assessments for AD84-2 and AD85-1
The Engineer's Reports for the Lighting and Landscaping Maintenance
Assessment District (AD84-2) and the Parks Maintenance Assessment
District (AD85-1) were accepted by the City Council on May 15,
1991. One June 5, 1991 , a public hearing was conducted to receive
protests to the proposed assessments. One person protested the
proposed parks assessment. To date, no written protests have been
received. The public hearing is still open.
The attached resolutions must be approved no later than June 30,
1991 in order for the assessments to be levied. In prior years the
City Council has adopted the resolutions concurrent with the
adoption of the budget.
Staff Recommendations
1 . Close the public hearings for AD84-2 and AD85-1 .
2. Adopt Resolution 91- making certain changes to AD84-
2 and confirming the assessments for FY91/92.
3 . Adopt Resolution 91- making certain changes to AD85-
1 and confirming the assessments for FY91/92 .

SUBJECT: SUPPLEMENTAL REPORT PERTAINING TO:
Final Draft Budget for Assessment District 84-2
for Fiscal Year 1991/92
OVERVIEW
This presents recommended adjustments to the amount of the
assessments previously provided to the City Council. .
DISCUSSION
It is recommended that the amount of the City Wide Assessment be
increased $13 ,904. 00. This increase is to cover the following
identified additional costs:
1) the estimated cost ($8 ,000) of a pilot program to reduce
the urban glare to the night time sky by modifying
designated street lights; and
2) an amount ($5,904) equal to an identified deficiency in
previously identified assessments related to utility
costs.
If this increase is approved, the amount of the City Wide
Assessment will increase from $280 , 307 to $294 , 211. This will in
increase the per residential lot assessment from $31. 44 to $33 .00
-- an increase of $1.56 per year. This revised assessment does not
reflect any salary/benefit adjustments that may be subsequently
approved by the City Council .
RECOMMENDED ACTION
Direct staff to increase the amount of the AD84-2 Assessment by
$13 , 904 to cover the additional costs described herein.

SUBJECT : Revised Park Assessment District 85-1 Figures
The proposed 1991/92 expenditures for maintenance of the
parks and Community Center were provided to the Assessment
Engineer prior to formal preparation of the draft budget .
The Engineer' s report presented at the May 15, 1991, Council
meeting incorporated projected costs of $419, 206 . At that
time, the Community Center cost was included as part of the
total assessment figures . With preparation of the draft
1991/92 budget document, the personnel and operation and
maintenance costs for the Community Center are now proposed
to be funded by the General Fund and excess proceeds of taxes
(Gann) from 1990/91 . As a reminder, these costs were funded
with excess proceeds of taxes in 1990/91 .
Presented for your consideration is a revised Assessment
District report showing the figures which reflect no cost for
operation of the Community Center . The total revised,
proposed assessment cost for AD-85-1 in FY 1991/ 92 is
$354, 161 . This represents a 17 . 66% reduction in assessments
to a single family home . Previously, the assessment to a
single family home was $39 . 00 . The revised proposed
assessment would be $32 . 11 per single family home . This
revised assessment does not reflect any salary/benefit
adjustments that may be subsequently approved by the City
Council .
