CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Chris Ball, Senior Management Analyst DATE: 11/29/2022 Special Meeting SUBJECT: Consider Final Design of the Artwork and Plaque for Moorpark Station North Parking Lot Public Art Project BACKGROUND In January of 2022 the City issued a Request for Qualifications (RFQ) seeking an artist to design, fabricate and install artwork for the Moorpark Station North Parking Lot Public Art Project (the Project). This Project will install public artwork in the recently renovated Moorpark train station north parking lot located at 300 East High Street. The goal of the Project is to establish a formal pedestrian entry to the station and add cultural interest to the downtown area. As noted in the RFQ, the artwork should celebrate the history and cultural significance of the railroad for the Moorpark community and serve as a welcoming gateway when approached from either High Street or the train station. The Project is funded through the City's Art In Public Places (AIPP) program which requires certain residential, commercial, and industrial development projects to either install public artwork or pay an in-lieu fee. In-lieu fees are collected and maintained in the AIPP Fund for use exclusively for the AIPP program. In March of 2022 an artist selection panel was formed to review artist applications and select the artist for the project. This panel consisted of five community stakeholders, including two members of the Arts Commission (Commissioner De Haz and Commissioner Simons), the landscape architect for the parking lot renovation, a representative from the City's Public Transit Division, and a representative from the High Street business community. A total of nine applications were received in response to the RFQ. After carefully reviewing all the applications, the selection panel invited three semi- finalists to prepare preliminary artwork proposals for the Project. The proposals were presented on April 25th, and the artwork by artist Eric Powell titled "Moorpark Orchard" was recommended by the Panel for the Project. In general, the Panel felt that the design, materials, and historic references in Eric Powell's proposal best fit the goals of the project, celebrating the history and cultural significance of the railroad while respecting the small- town character of Old Town Moorpark. On May 17th the Arts Commission unanimously supported the recommendation of the Panel and forwarded the recommendation to the City Council. On June 1st the City Council affirmed the Arts Commission's recommendation and approved "Moorpark Orchard" by Eric Powell as the artwork for the Project. Eric Powell operates out of his studio in Berkeley California and brings extensive public art experience to the Project. His resume spans over four decades and well over thirty public art projects located throughout California and neighboring states. Mr. Powell works primarily with steel and is known for his large, permanent works of art that relate strongly to site and are designed to withstand the rigors of outdoor environments. Eric Powell's proposal comprised eight unique steel `tree' sculptures, each with its own character and sensibility. The design of each tree incorporated industrial elements related to the site's heritage such as train wheels, tracks, spikes, and tools. Each tree would also `grow' fruit common to Moorpark's farms such as apricots, oranges, and other produce. Additional historically significant imagery like the egg and the apricot blossom were also incorporated into the designs of individual trees. Each sculpture would stand approximately ten feet tall, with the steel treated to evoke a weathered, industrial feel. Elements of each tree would be painted to draw attention to, enhance, and enliven the installation. By interweaving natural and human elements, "Moorpark Orchard" celebrates Moorpark's agricultural and industrial heritage and their inter-relationship in an uplifting and universally appealing way. The trees themselves are inspired by the tree of life, a concept common to all cultures. DISCUSSION The proposed final designs for the "Moorpark Orchard" sculptures are presented in Attachment 1. Of the eight designs, the majority remain true to the original proposals. Two of the larger designs (sculptures G and H in Attachment 1) have been updated to be more cohesive with the other six designs, while remaining unique within the collection. The final design for the artwork plaque and pedestal is presented in Attachment 2. The plaque content retains the design and text from the preliminary proposal with additional text added to recognize the artwork as part of the City's Art In Public Places Program. The pedestal for the plaque would stand approximately 40" in height and echoes the overall aesthetic of the sculptures. The proposed locations for each sculpture are identified in Attachment 3. As originally proposed, the "trees" will occupy all the available locations for artwork along the walkway connecting High Street to the train station. A location for the plaque/pedestal has been identified just north of Sculpture A such that the plaque would be the first component to greet people entering the site from High Street. 2 When installed, it is proposed that the sculptures be oriented at ninety-degrees (90°) to the walkway to maximize the visibility of the "Orchard" from both High Street and the train station. The sculptures themselves will be painted on both sides as illustrated in the final designs. High-grade primer and paint will be used to maximize durability and resist fading. The City has contracted independently with Visual Concepts Lighting, Inc. for lighting design and electrical engineering services on the Project. Following approval of the final design, Mr. Powell will work with Visual Concepts Lighting to develop and design a lighting plan for the artwork. Overall, the timeline anticipates completion approximately four months following final design approval which, if approved, would place installation of the artwork in late winter/early spring of 2023. MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND ARTS COMMISSION Moorpark, California March 30, 2022 A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on Wednesday, March 30, 2022, at 6:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 6:00 p.m. Chair Blaugrund called the Arts Commission meeting to order at 6:00 p.m. 2. THE PLEDGE OF ALLEGIANCE: John Reilly, Ventura County Sherriff's Office and former Moorpark Chief of Police, led the Pledge of Allegiance. 3. ROLL CALL: Arts: Commissioners DeHaz, Roullard, Simons, and Chair Blaugrund. Absent: Commissioner Hoberg. City Council: Councilmembers Castro, Enegren, Pollock, and Mayor Parvin. Absent: Councilmember Groff. Consider Update on Strategies, Goals, and Objectives for Fiscal Years 2021/22 and 2022/23. Staff Recommendation: Receive and file updates of the Strategies, Goals and Objectives for Fiscal Years 2021/22 and 2022/23. Mr. Brown gave a brief oral report. There were no speakers. The City Council and Arts Commission discussed the recent approval of the Arts Master Plan and its implementation, and the present effort of selecting public art for the Metrolink North Parking Lot. An art selection panel comprised of Commissioners DeHaz and Simons, members of the public, and staff, has narrowed down the proposals which will be considered by the full Commission with the recommended proposal to be presented to the City Council for approval. Discussion also included the $175,000 budget for the project within the Art in Public Places fund, locations under consideration, and the types of art pieces being considered for the project. Additionally, the existing Art in Public Places fund of $4 million and strategies and plans for use of funds for implementation of the Arts Master Plan, and replenishment of the funds, was discussed. Also, Councilmember Pollock mentioned his participation in a tour of the City of Walnut Creek and its public art projects and will share photos taken, and further commented on the use of artistic wraps around utility boxes. On behalf of the City Council, Mayor Parvin thanked the Arts Commission for their service to the community. 6. Staff advised the artwork will be installed after the Metrolink parking lot project is complete. The timeframe for the artwork is approximately four months from completion of the final design. Commissioners and staff discussed the possibility of lighting the artwork. Staff advised conduit has been installed in the landscape planters near all eight art installation locations for purpose of lighting the artwork. Commissioners discussed the selected art piece, "Moorpark Orchard", its representation of Moorpark's history and its traditional esthetic. MOTION: Commissioner Hoberg moved, and Commissioner Roullard seconded a motion to affirm the selection panel's recommendation of "Moorpark Orchard" by Eric Powell as the artwork for the Moorpark Station North Parking Lot Public Art Project and to forward recommendation to the City Council. The motion carried by unanimous voice vote of 5-5. B. Consider Artist Selection Panel for Inclusive Playground Art Project at Tierra Rejada Park.
