CITY COUNCIL AND ARTS COMMISSION
Moorpark, California March 30, 2022
A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on
Wednesday, March 30, 2022, at 6:00 p.m. at the Moorpark Community Center located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 6:00 p.m.
Chair Blaugrund called the Arts Commission meeting to order at 6:00 p.m.
2. THE PLEDGE OF ALLEGIANCE:
John Reilly, Ventura County Sherriff's Office and former Moorpark Chief of
Police, led the Pledge of Allegiance.
3. ROLL CALL:
Arts: Commissioners DeHaz, Roullard, Simons, and
Chair Blaugrund.
Absent: Commissioner Hoberg.
City Council: Councilmembers Castro, Enegren, Pollock,
and Mayor Parvin.
Absent: Councilmember Groff.
Staff Present: Troy Brown, City Manager; PJ Gagajena,
Assistant City Manager; Jeremy Laurentowski,
Parks and Recreation Director; Jessica
Sandifer, Community Services Manager;
Daniel Kim, City Engineer/Public Works
Director; Carlene Saxton, Community
Development Director; Andres Pena,
Information Systems Technician; Captain
Victor Fazio, Ventura County Sheriffs Office;
and Ky Spangler, City Clerk.
4. PUBLIC COMMENT:
Jim Fryhoff, candidate for Ventura County Sheriff spoke to introduce himself to
the community.

5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Update on Strategies, Goals, and Objectives for Fiscal Years
2021/22 and 2022/23. Staff Recommendation: Receive and file updates of
the Strategies, Goals and Objectives for Fiscal Years 2021/22 and 2022/23.
Mr. Brown gave a brief oral report.
There were no speakers.
The City Council and Arts Commission discussed the recent approval of
the Arts Master Plan and its implementation, and the present effort of
selecting public art for the Metrolink North Parking Lot. An art selection
panel comprised of Commissioners DeHaz and Simons, members of the
public, and staff, has narrowed down the proposals which will be
considered by the full Commission with the recommended proposal to be
presented to the City Council for approval. Discussion also included the
$175,000 budget for the project within the Art in Public Places fund,
locations under consideration, and the types of art pieces being
considered for the project. Additionally, the existing Art in Public Places
fund of $4 million and strategies and plans for use of funds for
implementation of the Arts Master Plan, and replenishment of the funds,
was discussed. Also, Councilmember Pollock mentioned his participation
in a tour of the City of Walnut Creek and its public art projects and will
share photos taken, and further commented on the use of artistic wraps
around utility boxes.
On behalf of the City Council, Mayor Parvin thanked the Arts Commission
for their service to the community.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:20 p.m.
