SPECIAL MEETING AGENDA

All items listed are heard and acted upon by the Moorpark Planning Commission unless
otherwise noted.
Pursuant to Governor Newsom's Executive Order N-25-20 et seq., members of the
City of Moorpark Planning Commission will participate in this meeting via a
teleconference from separate locations.
In the interest of maintaining appropriate social distancing, members of the public
who want to participate in the meeting may do so in person, but are encouraged to
participate electronically, via email or call in.

day (Please limit to 500 words).
Call In: Dial (805) 517-6205 prior to 4:00 p.m. on the day of the meeting to register
to speak.
All writings and documents provided to the majority of the Commission regarding all agenda items are available for
public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The
agenda packet for all regular Commission meetings is also available on the City's website at www.moorparkca.gov.
Any member of the public may address the Commission during the Public Comments portion of the Agenda, unless it
is a Public Hearing or a Discussion item. Speakers who wish to address the Commission concerning a Public Hearing
or Discussion item must do so during the Public Hearing or Discussion portion of the Agenda for that item. Speaker
cards must be received by the Secretary for Public Comment prior to the beginning of the Public Comments portion of
the meeting; for a Discussion item, prior to the Chair's call for speaker cards for each Discussion agenda item; and for
a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued
hearing. A limitation of three minutes shall be imposed upon each Public Comment and Discussion item speaker. A
limitation of three to five minutes shall be imposed upon each Public Hearing item speaker. Written Statement Cards
may be submitted in lieu of speaking orally for open Public Hearings and Discussion items. Any questions concerning
any agenda item may be directed to the Community Development/Planning office at 517-6233.

A. Consider a Resolution Recommending to the City Council Approval of Industrial
Planned Development No. 2019-01 and Conditional Use Permit No. 2020-02 for
the Development of a 48,787 Square -Foot, Single -Story Industrial Building and
Associated Site Improvements on an Undeveloped 3.46 -Acre Site at 5850 Condor
Drive, and Making a Determination of Exemption Pursuant to the California
Environmental Quality Act in Connection Therewith, on the Application of Paul
Minoo (4M Investment Corporation). Staff Recommendation: 1) Open the public
hearing, accept public testimony and close the public hearing; and 2) Adopt
Resolution No. 2020- recommending to the City Council conditional approval
of Industrial Planned Development No. 2019-01 and Conditional Use Permit No.

B. Consider a Resolution Recommending to the City Council the Adoption of an
Amended and Restated Deed Restriction for a Vacant, 21.80 -acre Property
Located on the West Side of Princeton Avenue, South of Highway 118, Removing
the Requirement for the Preparation of a Specific Plan and Requiring a General
Plan Land Use Amendment and Zone Change to a Commercial Land Use Prior to
Future Development of the Property, and Making a Determination of Exemption
Pursuant to the California Environmental Quality Act in Connection Therewith, on
the Application of Mark Ross, Agent, Sunbelt Enterprises, LLC. Staff
Recommendation: 1) Open the public hearing, accept public testimony and close
the public hearing: and 2) Adopt Resolution No. 2020- recommending to
City Council that an amended and restated deed restriction be recorded removing
the requirement to prepare a Specific Plan and requiring a General Plan Land Use
Map Amendment and Zone Change to a commercial zone district prior to future
