SUBJECT: Consider Presentations from Applicants for Arts Commission, Parks
and Recreation Commission, and Planning Commission
BACKGROUND
The Moorpark Municipal Code (MMC), Title 2 (Administration and Personnel), created
City’s Arts, Parks and Recreation, and Planning Commissions. Among other provisions,
the MMC establishes the membership, terms of office (two-year terms), and the
nomination and appointment procedures for these bodies. All five positions for these
three Commissions are appointed at the same time.
The recruitment to fill five vacancies each for the 2023-2024 term on the Arts
Commission, Parks and Recreation Commission, and Planning Commission opened on
October 24 and closed on December 5, 2022, at 5:00 p.m. with 18 applications
received.
City Council Policies Resolution No. 2022-4097 Policy 2.2 states applicants for the Arts
Commission, Parks and Recreation Commission, and Planning Commission are
required to attend a regular or special City Council meeting, as scheduled by the City
Clerk, to make a brief presentation on qualifications and interest in the appointment.
The recruitments specified December 21, 2022, as one of the City Council meetings for
applicants to make a brief presentation on qualifications and interest in appointment.
The City Council may by majority vote further extend the date for the presentations.
All applicants have been invited to attend a City Council meeting, either on
December 21, 2022, or January 4, 2023, to give a presentation with a maximum
presentation time period of three (3) minutes. All applications are attached herewith for
public information.
The City Clerk will conduct a random drawing of the names of the applicants scheduled
to present on December 21 just prior to the start of the meeting to determine the order
in which they will speak.

The Council’s Policy resolution also provides the procedure for nominations and
appointments as follows:
A.The Mayor shall solicit suggested nominees from members of the Council.
B.Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C.The Mayor shall make a motion putting forth each individual name to be
approved for appointment.

D. A second shall be required.
E. The Council shall vote on each appointment individually.

I've been serving on the Arts Commission for Moorpark since 2012. My past community involvement included serving on

major fundraiser for them. Recently I was curator for 2 Arts Council of Conejo Valley art shows. Professionally, as an IT
manager, I have been in charge of several large projects, supervised several teams, and successfully implemented new
systems. My last professional responsibility included overseeing a project management compliance program at Bank of
America. Since retirement in 2010, I have become an artist, coauthored nine published books and launched a small
jewelry line with my art. I'm a member of the Thousand Oaks Art Association, Westlake Village Art Guild, and Santa

for the Santa Barbara Art Association. I co-chaired Ventura County Writers Club’s annual Short Story Contest. I'm

DiCecco Architecture, Inc. (DAI). A native of Los Angeles, he
comes from a family of successful contractors in the housing
industry. He has lived in Moorpark with his wife for over 30 years.
He has 4 children and an equal number of grandchildren.
Committed to lifelong learning, he has a Doctor of Architecture
from the University of Hawaii and a Bachelor of Architecture
from Cal Poly Pomona. His educational experience also includes
University of Copenhagen and Harvard Graduate School of Design.
His doctoral dissertation proved it possible to develop dense
suburban housing in a sustainable, cost efficient, community-
based model.
He is a licensed architect in four states, NCARB certified, and a
LEED Accredited Professional. He has taught architecture at
Woodbury University and UCLA Extension.
His design experience ranges from playhouses auctioned off for
a cause to 700 acre master planned mixed use developments.
He thrives where the needs of the Client, the Jurisdiction, and the
Community meet, where the environments between the buildings
and the communities they fit in are more important than the
buildings themselves.
This experience represents over forty five years in the design and
construction industry and almost thirty five years of continuous
practice at DAI.
His volunteer efforts include those to churches, shelters, service
organizations, non-profit homebuilders, and in the local community
with the school district, high school and community college. He
was a Planning Commissioner for the City of Moorpark from 1998-
2020, and now serves as the Chair of the General Plan Advisory
Committee.
When not working or volunteering, he spends as much time
possible with his family in the outdoors of California or competing
on mountain bikes throughout the western United States.

I am on the Ventura County Active Transportation Plan: District 4 Community Advisory Council. It's function for Ventura
County is developing an Active Transportation (AT) Plan to serve as a roadmap for implementing pedestrian and bicyclist
facilities within the County's unincorporated communities. They have not met since April 2022.

I'm an incumbent Planning Commissioner for Moorpark. As a Licensed Signage contractor with 20 years experience in the
business, I work in every city in Ventura County and numerous cities across Southern California. The experience of
integrating signage into existing buildings and shopping centers combined with writing sign programs to make signage
harmonious with new construction has provided me with perspective about design, layout and appearance of a wide
variety of industrial and commercial properties. With researching and writing sign programs, along with my daily
interactions with zoning and building regulations, I’ve learned about the importance of understanding how Planning
relates to everyday usage of properties and what nuances to consider that would enhance the appearance of a property
and how it integrates with the surrounding neighborhood.

Describe your involvement in community activities, volunteer and civic organizations other than partisan political
activities:*
Through the years, I have always been in touch with the community through civic organizations ranging from a
participant to holding leadership roles. As a member of the YMCA parent child program, I chose to become a leader of the
group to ensure the kids and families got the most out of their experiences. That led to a position on the YMCA Board of
Directors. When I was a business owner, I became a member of the Ventura Chamber of Commerce, eventually joining
their Board of Directors. I have served a two year term on the Ventura County Transportation Commission as a
volunteer. I am a proud member of the Moorpark Kiwanis Club, participating in numerous civic events annually. Over the
past 6 years, I have been a member of the Moorpark Chamber of Commerce Board of Directors, Chairman of the Board for
two years and from 2014-2021, I was the Chairman of the Country Days celebration running all aspect of the Saturday
event. In 2022 I was in an advisory role.

As described above, my tasks in preparing signage for permitting to various cities has caused me to reflect on each job to
determine what rules are in effect for a property, how the sign will be attached, how the sign will be helpful to the
community in telling the story of the business and how the signage integrates in the overall landscape of the
development. I have been on innumerable properties and have seen the good, the bad and the ugly from building design
to the layout of a parking lot. I’ve experienced what poor planning can create and how wonderful design can enhance
a property, street or community. I focus on small details which may have a much larger impact, without losing sensibility
about how small things may cause big problems to developers. I’m well balanced in my approach to use, design and
cost. As a Planning Commissioner for the past 18 months, I have grown my knowledge and experience regarding the
various tasks involved in decision making and voting on the requests

I am a 36 year resident of Moorpark and I believe it has been well developed, in general, over the years. I would like to be
part of its further transformation and help guide the next phase in the evolution of our town. I believe that my
