(Staff: Ky Spangler, City Clerk) Item: 9.C. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 12/21/2022 Regular Meeting SUBJECT: Consider Presentations from Applicants for Santa Monica Mountains Conversancy Advisory Committee and Appointment of a Representative to Serve a Two-Year Term BACKGROUND At its meeting of December 2, 2020, the City Council considered and made appointments to City Council Standing and Ad Hoc Committees and Other Assignments. The category of “Other Assignments” represents those County and regional boards, commissions, or committees for which the City Councill appoints Councilmembers to represent the City and its interests. During the discussion of appointments to “Other Assignments”, it was noted that a vacancy existed on the Santa Monica Mountains Conservancy Advisory Committee (SMMCAC), with position previously being filled by a Councilmember. The authority for the City Council to make an appointment to the SMMCAC is vested in the California Public Resources Code (PRC) Section 33213 (Attachment 2), which sets forth the composition of the SMMCAC and provides the City Council with the discretion to appoint a member of the Council, a member of staff, or a member of the public to serve as the City’s representative on the Committee. In December 2020, the Council voted to establish a two-year term of appointment for the SMMCAC position to coincide with appointments made by the City Council on other boards and commissions. At the direction of the City Council, staff initiated a recruitment for applicants with appointment consideration to be scheduled for the January 6, 2021, Council meeting. On January 6, 2021, Moorpark resident Bruce Thomas was appointed as the City’s representative to the SMMCAC for a two-year term concluding December 31, 2022. Item: 9.C. 112 Honorable City Council 12/21/2022 Regular Meeting Page 2 DISCUSSION In anticipation of the City Council wishing to consider a citizen-appointment for the 2023-2024 term on the SMMCAC, the City Clerk’s Office initiated recruitment on November 7, 2022, seeking individuals interested in filling the upcoming vacancy. Recruitment closed on Monday, December 12, 2022, at 5:00 p.m. Two applications were received and have been transmitted to the Council and are attached to the staff report as public information. The names of the Santa Monica Mountains Conservancy Advisory Committee applicants are: • David Ross • Bruce Thomas (current representative) It is recommended that the City Council receive presentations from the applicants, not- to-exceed three (3) minutes, on qualifications and interest to serve on the Committee. Following the interviews, the Council is asked to make an appointment for a public representative to serve on the SMMCAC. The City Clerk will conduct a random drawing of the names of the applicants prior to the start of the meeting to determine the order in which they will speak. The Council’s Policy resolution also provides the procedure for appointments as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually.
