MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 12/21/2022 Regular Meeting SUBJECT: Consider Dates for Regularly Scheduled City Council Meetings for Calendar Year 2023, Annual Budget Workshop Special Meeting, Annual City Commissions and Boards Joint Special Meetings; and Standing Committee Meeting Schedule for Calendar Year 2023 DISCUSSION Moorpark Municipal Code Section 2.04.10 establishes the City Council regular meetings for the first and third Wednesday of each month. Each year staff presents a calendar to the City Council outlining which dates regular City Council meetings will occur, and to denote the regular meeting dates for the City’s Commissions and Library Board. In providing the annual calendar for City Council meetings, staff considers national holidays, anticipated training and conferences, and a summer “dark” period. Staff is requesting the City Council provide any feedback and adopt a calendar for the regularly scheduled City Council meetings for year 2023 that includes the regular meeting cancellations as follows: • August 2 and August 16, providing a six-week summer recess • September 20 In 2023, the annual CalCities conference will take place September 20-22 in Sacramento and therefore the September 20 Council meeting is proposed for cancellation to accommodate Mayor and City Councilmember attendance. Annual Special Meeting / Budget Workshop Each year, the City Council convenes a special meeting for the dedicated purpose of reviewing the City’s proposed Budget for the upcoming fiscal year and Capital Improvement Projects (CIP) for the upcoming seven-year period. The meeting provides Item: 10.B. 132 Honorable City Council 12/21/2022 Regular Meeting Page 2 Council the opportunity to ask questions and give direction to staff on changes requested prior to formal consideration and adoption of the Budget and CIP. For planning purposes, staff requests City Council set May 24, 2023, as the date for the annual Budget Workshop. Annual Joint Meetings with Commissions and Boards With the annual adoption of the City Council meeting calendar, this year staff is also requesting Council set the date for the annual Joint Meetings held between the City Council and Arts, Parks and Recreation, and Planning Commissions, and Library Board. The meetings serve as an opportunity to discuss the City Council’s strategic objectives, which are adopted every two years and the progress made on these objectives, as well as to ensure Commission and Board alignment with Council’s goals and priorities. Historically these meetings have taken place between late March and late April on a Wednesday night beginning at 6:00 p.m. For planning purposes, staff requests City Council set April 12, 2023, as the date for the annual Special Joint Commission/Board Meetings. Standing Committee Meeting Schedule At the December 7, 2022, City Council meeting, reorganization took place with Councilmember Groff being appointed as Mayor Pro Tem for the 2022-2023 term. The Mayor Pro Tem serves as a member of the Administration, Finance, and Public Safety Standing Committee with the Mayor, and the immediate past Mayor Pro Tem (Councilmember Castro) serving as an alternate. City Council Policy 1.2.6, Standing Committees - Meeting Schedule, states the schedule for Standing Committees is to be approved by minute action of the City Council which typically occurs at the reorganization meeting. In order to establish the meeting day and time for Standing Committees for the month of January, approval of the schedule is being presented at this time. Membership on the Community and Economic Development and Public Works and Transportation Committees will reflect the appointments made by the City Council under Agenda Item 9.B. considered this evening. Proposed days and times for standing committee meetings remain unchanged. The current Standing Committee representation is as follows: 1. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION 1. Adopt the 2023 Regular City Council meeting date calendar; and 2.
