MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Vivien Avella, Finance Director DATE: 12/21/2022 Regular Meeting SUBJECT: Consider Reclassification of Finance Department Program Manager Position to Senior Management Analyst or Management Analyst BACKGROUND AND DISCUSSION The City’s Finance Department currently includes a Program Manager position tasked with managing the areas of Solid Waste, Emergency Management, and Contract Liability Risk Assessment. The position became vacant on December 16, 2022. The primary responsibilities of this position can be currently characterized as follows: • Solid Waste: manage the City’s waste collection Franchise Agreement; complete all required state reports; manage solid waste grant application and administration efforts; plan and execute E-waste and Paper Shredding events; conduct SB1383 (organic waste recycling) enforcement activities; and • Emergency Management: maintain and revise emergency management plans; maintain and replenish emergency supplies; coordinate emergency management activities with neighboring jurisdictions and the County of Ventura; manage grant applications and administration; communicate potential threats to the City and advise staff as necessary; and • Contract Liability Risk Assessment: review pending City agreements to confirm the contracting department has properly evaluated business risks; review accompanying vendor insurance submissions to ensure compliance with City policies and requirements; provide feedback to staff as appropriate. Staff is seeking to reclassify this position to Senior Management Analyst or Management Analyst. The rationale for this request is as follows: Item: 10.D. 139 Honorable City Council 12/21/2022 Regular Meeting Page 2 Finance is planning to move the duties associated with Contract Liability Risk Assessment to the Purchasing Analyst position. The Purchasing Analyst is strategically and tactically aligned with all elements of the procurement process, including contracting, and this can provide opportunities for improved synergies. Combining the Purchasing Analyst’s current contract review duties (associated with the issuance of budget requisitions and purchase orders under those contracts) with liability risk assessment will create efficiencies in the resultant workflow. Additionally, the relatively new Purchasing Analyst position continues to be fully defined and has existing capacity to absorb this duty. Additionally, the broad range of tasks and expertise required in the existing position will result in challenges in recruiting an appropriately experienced candidate to fulfill the position at the Program Manager level. A Senior Management Analyst or Management Analyst level position will be sufficient to handle the responsibilities of the restructured position and will allow for greater focus on the two remaining areas of Solid Waste and Emergency Management. FISCAL IMPACT The proposed downgrade of the Program Manager position will result in overall salary savings during Fiscal Year 2022/23 and beyond. Due to the as-yet determined date of hire and salary for the reclassified position, the exact level of savings cannot be determined. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION Approve reclassification of the current Finance Department Program Manager position to a Senior Management Analyst or Management Analyst position. 140
