(ROLL CALL VOTE: UNANIMOUS) BY A. Hurtado. E. Consider Resolution Amending the Fiscal Year 2022/23 Budget to Fund the City’s Contribution of $9,000 to the Ventura County Farmworker Housing Study. Staff Recommendation: Adopt Resolution No. 2022-4149, amending the Fiscal Year 2022/23 Budget by allocating $9,000 from the City Housing Fund (2121) for the Ventura County Farmworker Housing Study. (Staff: PJ Gagajena, Assistant City Manager) (ROLL CALL VOTE REQUIRED) Item: 10.E. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 12/21/2022 Regular Meeting SUBJECT: Consider Resolution Amending the Fiscal Year 2022/23 Budget to Fund the City’s Contribution of $9,000 to the Ventura County Farmworker Housing Study BACKGROUND/DISCUSSION On July 6, 2022, the City Council approved a Memorandum of Understanding (MOU) with the County of Ventura to conduct a Farmworker Housing Study and contribute $9,000 towards the study. The proposed Resolution will make a budget amendment to the Fiscal Year 2022/23 Budget to increase the budget appropriation in the City Housing Fund (2121) by $9,000 in order to issue payment to the County of Ventura. As part of the County of Ventura’s Housing Element adoption process, a Farmworker Housing Study (Study) was identified as a goal to affirmatively further fair housing and meet the Regional Housing Needs Assessment (RHNA) obligations of the County and cities. Through a survey of farmworkers, employers, and housing providers, the Study would identify the special housing needs of farmworkers based on current agricultural trends and population of farmworkers and their families. Cities would benefit from the Study by identifying housing needs for farmworkers in their jurisdiction. This is consistent with the City of Moorpark’s Draft Housing Element for 2021-2029, which includes the goal of developing a coherent strategy for addressing local and regional housing needs for farmworkers. In terms of the current status of the Study, in November 2022 the County held a kick-off meeting with the chosen consultant and involved stakeholders to outline the tasks for Phase 2 of the Study, which is the creation of the survey and background data collection. The County anticipates this will be completed by the end of January 2023. Phase 3, which is the implementation of the survey and creation of the summary report, will be completed by December 2023. Phase 4 will take the summary report and analyze the data to complete the study and action plan. Phase 5 will implement the plan to encourage housing production. The deadlines for Phases 4 and 5 have not yet been determined but the entire project is expected to be completed by the end of 2024. Item: 10.E. 141 Honorable City Council 12/21/2022 Regular Meeting Page 2 The County was originally contributing $115,000 towards the survey but is now contributing $130,000. The total contribution for all 10 cities remains the same in the amount of $120,000 after every city approved entering into an MOU with the County. Each city’s share is based on population, acreage, and RHNA numbers required by the State. The County provided the City of Moorpark the final version of the MOU and confirmed each city’s contribution in November 2022. The City of Moorpark signed the MOU and received a fully executed version from the County on December 6, 2022. The County is now requesting each city to transfer their contribution amount within 60 days for the effective date of the MOU. FISCAL IMPACT The City’s $9,000 contribution towards the Ventura County Farmworker Housing Study was not originally budgeted for in Fiscal Year 2022/23, therefore a budget amendment in the amount of $9,000 is proposed to the City Housing Fund (2121) budget. Current available Fund Balance within Fund 2121 is $2,756,075 and is projected to be $2,430,912 at fiscal year-end 2022/23 based upon the Adopted Budget. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Goal 1: “Identify Options and Solutions to Barriers for Housing for All Economic and Age Ranges.” STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED) Adopt Resolution No. 2022-____, amending the Fiscal Year 2022/23 Budget by allocating $9,000 from the City Housing Fund (2121) for the Ventura County Farmworker Housing Study.
