On October 31,2015,Moorpark Property 67,LLC (Applicant)submitted an application for the subdivision of land and developmentof134single-family residential units,five parcels for future residentialdevelopment,and associated site improvements.

Public Comments –Draft MND
The Draft MND was circulated for 32 days for public review.
7 comment letters were received (5 from agencies, 2 from individuals).
Staff reviewed the comments and provided a detailed reply to each in the Final MND.The
comments did not result in the determination of any new environmental impacts beyond
those analyzed in the Draft MND.The Final MND includes minor revisions in response to
some of the comments received to correct and clarify the responses provided.These
revisions did not alter the conclusions of the Draft MND.All commentors were provided
notice of availability of the Final MND.
Selected Conditions of Approval
COA 25 -Developer to install recycled irrigation line/purple pipe for future use and
connectivity through adjacent projects.
COA 21 -Design and architecture of five future homes shall be in conformance and
complementary to existing homes within community.
COA 26 -Developer to record acknowledgement on title of five future home lots of
adjacent livestock and rural uses, hold existing owners harmless for noise, odor
and related impacts.
COA 23, 100, 128 -North Hills Parkway and cul-de-sac –consistency between plans and
DA .
COA 48 -Easements must be recorded prior to permit issuance.
Notice of Public Hearing
Staff has provided the required notice of public hearing and conducted additional noticing,
including:
•A legal notice in the Ventura County Star
•Mailed notice to all property owners and residents within 1,000 feet of the Project Site
•The posting of a sign advertising the hearing on the Project Site
•Posting of notice and all project documents online at moorparkca.gov/880/North-
RanchMoorpark-67
Planning Commission Hearing and Recommendation
November 22, 2022 –Planning Commission unanimously adopted Resolution No. PC-2022-
686 recommending that the City Council certify the MND and approve the Project.
Expressed concerns regarding RE-5AC lots potentially changing with General Plan Update
and a desire that the project not be further subdivided.
Pursuant to proposed Development Agreement, no further subdivision is proposed or
permitted.
Planning Commission Recommendation
1.Open the public hearing,receive public testimony,and close the public hearing;and
2.Adopt a Resolution adopting the Mitigated Negative Declaration and Mitigation Monitoring
and Reporting Program and approving General Plan Amendment No.2016-02,Vesting
Tentative Tract Map No.5847,and Residential Planned Development No.2016-02,subject
to certain findings and conditions;and
3.Introduce an Ordinance approving Zone Change No.2016-02 and Development
Agreement No.2016-02 for first reading,waive full reading and place this Ordinance on the
January 18th agenda for second reading and adoption.
