Moorpark, California November 30, 2022
A Special Meeting of the City Council of the City of Moorpark was held on Wednesday,
November 30, 2022, at 2:30 p.m. at Moorpark City Hall, Large Conference Room, located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 2:31 p.m.

Present: Councilmembers Enegren, Groff, Pollock (via Zoom), and
Mayor Parvin.
Absent: Councilmember Castro.
Staff Present: Troy Brown, City Manager (via Zoom), PJ Gagajena,
Assistant City Manager; Kevin Ennis, City Attorney (via
Zoom); and Carlene Saxton, Community Development
Director.

None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PRESENTATION/ACTION/DISCUSSION:
A. CONFERENCE WITH LEGAL COUNSEL —ANTICIPATED LITIGATION
Significant Exposure to Litigation Pursuant to Paragraph (2) of Subdivision
(d) of Government Code Section 54956.9 (one potential case)
The facts and circumstances to support this closed session item is the letter
to the City Council dated November 23, 2022, from Victoria Yundt of the law
firm of Lozeau Drury, LLP asserting an intent to file a lawsuit under CEQA
challenging the approval of the Pentair Warehouse Expansion Project.

7. REPORT OF CLOSED SESSION - CITY ATTORNEY:
The Council reconvened into open session at 3:11 p.m. Mr. Ennis stated Item 6.A.
was discussed and there was no action to report.
8. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 3:11 p.m.
