MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 01/18/2023 Regular Meeting SUBJECT: Consider Presentation from Applicant for Arts Commission and Appoint Two Commissioners to Serve on the Arts Commission for a Two-Year Term Expiring December 31, 2024 BACKGROUND Every two years following the General Municipal Election, the City Council makes appointments to the City’s Arts, Parks and Recreation, and Planning Commissions pursuant to the provisions of the Moorpark Municipal Code (MMC), Title 2 (Administration and Personnel) and the current City Council Policies Resolution. Policy 2.2 states Commission applicants are required to attend a regular or special City Council meeting, as scheduled by the City Clerk, to make a brief presentation on qualifications and interest in the appointment and failure to attend will result in disqualification for appointment. Consideration of Commission applicants was agendized for the December 21, 2022, City Council meeting. The morning of the meeting, one Arts Commission applicant contacted the City Clerk’s Office to advise they would be unable to attend the meeting either in-person or via Zoom due to illness, and indicated they were aware that their application for reappointment would be unable to be considered. The Council Policy and illness of the applicant was provided as part of the staff presentation. At the meeting, the City Council considered the circumstances and unanimously moved to set aside the Council Policy regarding disqualification for lack of applicant attendance to provide the opportunity to present at a subsequent meeting. The Council received presentation from the five applicants in attendance, and voted to appoint three members to the Arts Commission, with the balance of the two positions to be filled at a future meeting. Following the Council action, the City Clerk contacted the applicant, Charles Blaugrund, to request attendance at the January 18, 2023, meeting to provide a presentation after which the Mayor would solicit nominations and make appointments to fill the remaining two Arts Commission positions. Pursuant to the Council’s Policy resolution, the procedure for nominations and appointments are as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall then make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. My expertise is based on both volunteer and professional accomplishments. For example, I was in charge of Membership for a non-profit and directed a major fundraiser for them. Recently I was curator for 2 Arts Council of Conejo Valley art shows. Professionally, as an IT manager, I have been in charge of several large projects, supervised several teams, and successfully implemented new systems. My last professional responsibility included overseeing a project management compliance program at Bank of America. Since retirement in 2010, I have become an artist, coauthored nine published books and launched a small jewelry line with my art. I'm a member of the Thousand Oaks Art Association, Westlake Village Art Guild, and Santa Barbara Art Association. I have experience as a public speaker and educator. I've provided assistance during several art shows for the Santa Barbara Art Association. I co-chaired Ventura County Writers Club’s annual Short Story Contest.
