Moorpark, California October 3, 2022
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on October 3, 2022, at the Moorpark Community Center located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Chair Morgan called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Flame led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Flame, Gunning, Ho, Vice Chair Estrella, and Chair Morgan.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director.
4. PUBLIC COMMENTS:
Public comment email received from Osama Aouda requesting the Parks and
Recreation Commission consider adding lights to the outdoor roller hockey rink at
Arroyo Vista Community Park.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
(Items to be pulled from the Consent Calendar shall be identified under this section.
None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Commissioner Gunning reported that Cub Scout Pack 3604 attended the Summer
Camp out and he received feedback that it was a great event.
Commissioner Gunning stated his family attended the Movie in the Parks events over
the summer and said they had fun watching all the kids dancing to the music.
Commissioner Gunning thanked everyone involved in setting up the Country Days
event.
Commissioner Flame reported that he visited Camp Moorpark over the summer and
said it was full, had fun activities and the supervisor was good.

Commissioner Flame announced he attended the 3rd of July event and commented that
it was well attended.
Chair Morgan announced upcoming events including Let's Bake Workshop, Monster
Mash Skate Night, Parent's Night Out, Movies in the Park and Haunted High St. Trunk
or Treat.
7. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Request from Moorpark Little League for Permanent Improvements to
the Baseball Field at Poindexter Park. Staff Recommendation: Make a
recommendation to City Council to approve request from Moorpark Little League
for permanent improvements to the baseball field at Poindexter Park.
Mr. Laurentowski gave the report.
There were no speakers.
MOTION: Commissioner Flame moved, and Vice Chair Estrella seconded a motion to
recommend City Council approve request from Moorpark Little League for permanent
improvements to the baseball field at Poindexter Park. The motion carried by voice
vote, 4-0. Commissioner Ho abstained.
B. Consider Request for Proposals for Parks and Recreation Master Plan Update.
Staff Recommendation: Approve Request for Proposals as presented and
forward recommendation to the City Council.
Mr. Laurentowski gave the report.
There were no speakers.
MOTION: Commissioner Gunning moved, and Commissioner Flame seconded a motion
to approve Request for Proposals as presented and forward recommendation to the
City Council. The motion carried by voice vote, 5-0.
C. Consider Report on Pickleball. Staff Recommendation: Make a
recommendation to the City Council to pursue a Joint Use Agreement with
Moorpark Unified School District for use of the pickleball courts and parking lot at
Chaparral Middle School.
Mr. Laurentowski gave the report.

MOTION: Commissioner Flame moved, and Vice Chair Estrella seconded a motion to
table the item to a future date following the Fall Park Tour on October 16, 2022. The
motion carried by voice vote, 5-0.

D. Consider Dates for Fall Park Tour. Staff Recommendation: Select a date and
time and five or six parks to tour during the Fall 2022 Special Commission
meeting and Park Tour.
Mr. Laurentowski gave the report.
There were no speakers.
CONSENSUS: It was the consensus of the Commissioners to hold the Fall Special
Commission Meeting and Park Tour on October 16, 2022, at 11:00 a.m. and tour Arroyo
Vista Community Park, Glenwood Park, Miller Park, Poindexter Park and Tierra Rejada
Park and Virginia Colony Park.
8. CONSENT CALENDAR:
MOTION: Commissioner Flame moved, and Commissioner Gunning seconded a motion to
approve the Consent Calendar. The motion carried by voice vote, 5-0.
A. Approval of Minutes of the Joint City Council and Regular Parks and Recreation
Commission Meeting of March 30, 2022. Staff Recommendation: Approve as
presented.
B. Approval of Minutes of the Regular Parks and Recreation Commission Meeting
of May 2, 2022. Staff Recommendation: Approve as presented.
C. Approval of Minutes of the Special Parks and Recreation Commission Meeting of
May 22, 2022. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Chair Morgan adjourned the meeting at 7:30 P.M.
