MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on February 6, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1 . CALL TO ORDER: Chair Estrella called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Lousen led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Lousen, Morgan, Winters, Vice Chair Flame and Chair Estrella. Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Chris Ball, Senior Management Analyst; Kimberly Sexton, Administrative Assistant II. 4. PUBLIC COMMENTS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section). None. 6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Vice Chair Flame reported that he attended the Moorpark Chamber of Commerce mixer on January 10, 2023, the breakfast on January 20, 2023, and will attend the installation dinner on February 17, 2023. Commissioner Winters reported that he attended the Moorpark Groundhog Day Run on February 4, 2023 and completed the City's Arroyo Simi Trail Master Plan survey. Chair Estrella reported that he attended the City Council meeting on January 18, 2023 and stated the City Council recommended temporary restriping of the courts at Arroyo Vista Community Park for both tennis and pickleball. Minutes of the Regular Park and Recreation Commission Moorpark, California Page 2 February 6, 2023 Commissioner Lousen commented that he visited Arroyo Vista Community Park and observed the newly restriped courts, commented that they look nice and thanked staff. Chair Estrella announced upcoming recreation events including, Skate Night on February 11, 2023, from 5:00-8:00 p.m. at Arroyo Vista Community Park and that registration for Spring recreation programs opens on February 13, 2023. 7. PRESENTATIONS/ACTION/DISCUSSION: A. Selection of Ad Hoc Committee Member for Parks and Recreation Master Plan Update. Staff Recommendation: Select one Commission member to serve on an Ad Hoc Committee to assist with the preparation of an update to the 2009 Parks and Recreation Master Plan. Mr. Laurentowski gave the report. There were no speakers. CONSENSUS: It was the consensus of the Parks and Recreation Commission that Commissioner Winters serve on the Parks and Recreation Master Plan Update Ad Hoc Committee and that Commissioner Lousen serve as a backup. B. Consider Relocation of Rocket Ship Play Structure from Tierra Reiada Park to Glenwood Park. Staff Recommendation: Provide staff with direction regarding whether or not to relocate the Rocket Ship play structure from Tierra Rejada Park to Glenwood Park. Mr. Ball gave the report. There were no speakers. Commissioners and Staff discussed the age of the rocket ship play structure and that it will be refurbished if moved to Glenwood Park. Commissioners and Staff discussed the potential of moving an additional cabled play structure from Tierra Rejada Park to Glenwood Park. MOTION: Commissioner Morgan moved and Commissioner Winters seconded a motion to direct staff to relocate the Rocket Ship play structure from Tierra Rejada Park to Glenwood Park. The motion carried by voice vote, 5-0. 8. CONSENT CALENDAR: MOTION: Commissioner Winters moved and Commissioner Morgan seconded a motion to approve the Consent Calendar. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of January 3, 2023. Staff Recommendation: Approve as presented. 9.
