SUBJECT: Consider the Fiscal Year 2021/22 and 2022/23 Strategies, Goals and
Objectives
BACKGROUND
On April 7, 2021 , the City Council approved the Strategies, Goals and Objectives
(Objectives) for Fiscal Year (FY) 2021/22 and FY 2022/23. The approved Objectives
provide a strategic pathway for the organization and direction for sustained progress
toward the City of Moorpark's Mission Statement of `Striving to preserve and improve the
quality of life in Moorpark." The Objectives cover a two-year time frame and are
scheduled to be updated in the spring of 2023.

The purpose of this review is for the Commission to familiarize itself with the Goals and
Objectives that relate to the Commission's area of responsibility and request information
from staff as appropriate, prior to the annual joint meeting of the City Council and the Arts
Commission (date to be determined).
Three current Objectives relate to the Arts Commission's area of responsibility.
• Objective 3.1 .3: Develop an RFP and contract with an artist to construct artwork at
the Metrolink north parking lot.
• Objective 4.2: Complete Arts Master Plan, prepare policy recommendations, and
seek community partner(s) to develop arts and cultural events
• Objective 4.3: Seek community partner(s) to reinvent and rename the 2021/2022
Multicultural Arts Festival on High Street

DISCUSSION
Objective 3.1.3: On May 17, 2022 the Arts Commission recommended a proposal by
artist Eric Powell titled "Moorpark Orchard" as the artwork for the Moorpark Station North
Parking Lot Public Art Project. On June 1, 2022 the City Council affirmed the
recommendation of the Commission and approved a contract with Eric Powell for the
design, fabrication and installation of the artwork.
Objective 4.2: The City of Moorpark Arts Master Plan was considered by the Arts
Commission on June 17, 2021, and formally adopted by the City Council on October 6,
2021 . On December 1, 2021 , the City Council approved an ordinance amending Section
2.38.080 of the Moorpark Municipal Code (MMC) to allow the Arts Commission to provide
input on policy recommendations related to arts and culture in the City to help inform City
Council decision-making. On March 16, 2022 the City Council approved an ordinance
amending Sections 17.50.020 and 17.50.030 of the MMC to broaden the allowable uses
of the Public Art Fund and update associated definitions. The Arts Master Plan
recommends a variety of updates to Art In Public Places (AIPP) ordinances and policies
to bring the program in line with current best practices. Additional updates, including a
policy regarding murals, will be brought to the Arts Commission at future meetings for
consideration.
The Arts Master Plan identifies the Moorpark Foundation for the Arts (MFA) as the local
arts organization most capable of working with the City and leading the proliferation of the
arts in the community. On February 1, 2023, the City Council approved a contract with
the MFA to plan and produce arts and cultural events for the Moorpark community
including an annual talent show and arts festival. With initial success of these events the
City will look to expand the number and variety of arts and culture events produced by
the MFA for the community.
Objective 4.3: Given the obstacles presented by the Covid-19 pandemic, and out of an
abundance of caution, the 2021/22 Multicultural Arts Festival was not planned. As noted
under Objective 4.2, a contract with the MFA was approved in February that includes the
planning and production of an annual arts festival. Planning has begun for a re-
envisioned multicultural arts festival to be produced in the spring of 2024. The one-year
lead time will give the Foundation ample opportunity to re-establish interest and
awareness for the event, develop a fully realized multicultural festival experience, which
may include concerts, art exhibits, food and drink offerings and vendor participation, and
engage with the school district and Moorpark College for a truly community-wide event.
STAFF RECOMMENDATION
Receive and file the Fiscal Year 2021/22 and 2022/23 Strategies, Goals and Objectives
report.
