MINUTES OF THE ARTS COMMISSION SPECIAL MEETING
Moorpark Community Center 799 Moorpark Avenue
A Special Meeting of the Arts Commission the City of Moorpark was held on November
29, 2022, in the Council Chambers of said City located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Chair Blaugrund called the meeting to order at 6:01 P.M.
2. PLEDGE OF ALLEGIANCE:
Commissioner Hoberg led the pledge of allegiance.
3. ROLL CALL:
Present: Commissioners Hoberg, Roullard, Simons, Vice Chair De Haz
and Chair Blaugrund.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Chris
Ball, Senior Management Analyst and Kimberly Sexton,
Administrative Assistant II.
4. PUBLIC COMMENT:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Commissioner Hoberg shared information about a self-guided art tour in St.
George, Utah.

7. PRESENTATIONS/ACTION/DISCUSSION:
A. Receive Presentation from the Moorpark Symphony Orchestra Introducing
the Orchestra and their Activities. Staff Recommendation: Receive
presentation.
Mr. Ball introduced Andy Siditsky, Moorpark Symphony Orchestra
President.
Mr. Siditsky gave the presentation.
There were no speakers.
CONSENSUS: Received presentation.
B. Consider Final Design of Artwork and Plaque for Moorpark Station North
Parking Lot Public Art Project. Staff Recommendation: Approve final design
of the artwork and plaque as presented.
Mr. Ball gave the report.
Eric Powell, Owner and Artist of Eric Powell Studio, spoke about his
inspiration for the artwork, the materials and paint colors.
There were no speakers.
A discussion followed between the Commissioners, staff and Mr. Powell
about the artwork lighting, the installation timeline, and the plaque.
Commissioner Roullard suggested the artwork be lighted on both sides.
Chair Blaugrund suggested the lighting be focused on the artwork and not
beyond it. Mr. Powell indicated four to six months as the timeline for
completion and installation. Commissioners discussed the nature and
content of the artwork plaque, including ensuring ADA compliance.
MOTION: Commissioner Roullard moved and Chair Blaugrund seconded a motion
to approve final design of the artwork and plaque as presented and ask staff to
consider their comments regarding lighting and the plaque. The motion carried by
voice vote, 5-0.
C. Consider Update on Arts and Culture Event Services Request for
Proposals. Staff Recommendation: Receive verbal report. (Staff: Chris Ball)
Mr. Ball gave the report.
There were no speakers.
CONSENSUS: Received verbal report.

D. Consider Update on Inclusive Playground Public Art Project. Staff
Recommendation: Receive verbal report. (Staff: Chris Ball)
Mr. Ball gave the report.
There were no speakers.
CONSENSUS: Received verbal report.
8. CONSENT CALENDAR:
MOTION: Chair Blaugrund moved and Commissioner Hoberg seconded a motion to
approve the Consent Calendar. The motion carried by voice vote, 5-0.
A. Approval of Minutes of the Joint City Council and Arts Commission Meeting
of March 30, 2022. Staff Recommendation: Approve as presented.
B. Approval of Minutes of the Regular Arts Commission Meeting of May 17,
2022. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Chair Blaugrund adjourned the meeting at 6:53 P.M.
