SUBJECT: Consider Discontinuance of the Library Fundraising Ad Hoc
Committee
BACKGROUND
At the July 2019 meeting, the Library Board convened an Ad Hoc Committee with the
intended purpose of exploring options to support fundraising for the New Moorpark City
Library. The Ad Hoc Committee and its group of interested community members, have
met off and on over the last several years.
DISCUSSION
The City Attorney for the City of Moorpark has recently opined that an Ad Hoc Committee
that is in existence for its stated purpose longer than two years, begins to tread into the
area of being considered a Standing Committee of the Board. Even though standing
Committees are only composed of two members of the board, they are subject to the
Brown Act and all of the agenda, noticing, and minute requirements that the Library Board
itself is subject to.
In order to not subject the Ad Hoc Committee and its participants to the Standing
Committee requirements, the Library Fundraising Ad Hoc Committee will need to be
disbanded. Being subject to the requirements of the Brown Act would hinder the ability of
the Committee to do the work they intend to do by overly complicating meetings and
activities. The members of the Library Board that are on the committee and committed to
fundraising for the library, can continue to meet and discuss options and strategies for
library fundraising, however, they would just not be participating as members of the
Library Board, but as interested community members or library patrons. Staff feels that
the Ad Hoc Committee has been successful in that it has generated community interest
in the new library and has formed a strong support group that can continue fundraising
efforts in conjunction with the Moorpark Friends of the Library.
STAFF RECOMMENDATION
Discontinue Library Fundraising Ad Hoc Committee.
