MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION Moorpark, California January 25, 2023 A Special Joint Meeting of the Moorpark City Council and Planning Commission was held on Wednesday, January 25, 2023, at 6:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Enegren called the Special Joint City Council and Planning Commission meeting to order at 6:01 p.m. 2. THE PLEDGE OF ALLEGIANCE: Mayor Enegren led the Pledge of Allegiance. 3. ROLL CALL: Planning Commission: Commissioners Alva, Barrett, Brodsly, Di Cecco, and Chair Landis. City Council: Councilmembers Castro, Delgado, Groff, Means (arrived at 6:15 p.m.) and Mayor Enegren. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; Steven Flower, Assistant City Attorney; PJ Gagajena, Assistant City Manager and Interim Finance Director/City Treasurer; Daniel Kim, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; Carlene Saxton, Community Development Director; Brian Chong, Assistant to the City Manager; Doug Spondello, Deputy Community Development Director; John Bandek, Management Analyst; Jessica Sandifer, Community Services Manager; Sujin Beck, Public Works Manager; Michelle Woomer, Interim Management Analyst; Chris Thompson, Senior Information Systems Administrator; Captain Darin Hendren, Ventura County Sheriff's Office; and Ky Spangler, City Clerk. 4. PUBLIC COMMENT: None. ITEM: 10.B. Minutes of the City Council and Planning Commission Moorpark, California Page 2 January 25, 2023 5. PRESENTATION/ACTION/DISCUSSION: A. Ralph M. Brown Act and SB 1439 (Conflicts of Interests in Decisions Affecting Campaign Contributors) Training Session for City Council/Successor Agency and Planning Commission Members provided by the Law Offices of Richards Watson Gershon. Mr. Ennis and Mr. Flower provided a training session on the provisions and requirements of the Ralph M. Brown Act and SB 1439. 6.
