to adopt the revised Salary Plan Resolution, the Mayor shall make an oral
summary report for compliance with Section 54953(c)(3) of the Government Code
as follows: "Staff is recommending the City Council approve a revised Salary Plan
Resolution that includes adding the position of Deputy Parks and Recreation
Director, which may cost between approximately $6,980.06 and $167,001.74,
adding a cost neutral position of Finance/Administrative Services Director, and
reclassifying a Purchasing Analyst position to a Budget and Finance Manager
position, which will cost approximately $25,416.77 and will be offset by salary
savings. All Non-Competitive Service employee positions are consistent with the
local agency executive definition in Section 3511.1(d) of the Government Code."

Department and Reclassifying Purchasing Analyst to Budget and

BACKGROUND/DISCUSSION
The job classifications of Accountant I and II, Finance/Accounting Manager, and Budget
and Finance Manager are proposed to be updated in the Classification Plan to modify
the training and education requirements. The minimum years of experience for the
Finance/Accounting Manager position is also proposed to be changed from four to five
years. These changes will place the City of Moorpark competitively in the job market to
attract a wider pool of candidates in these hard-to-fill job classifications. Adding more
consideration to an applicant’s years of experience and practical work on the job, and
reducing the education requirement from a required Bachelor’s degree to an Associate’s
degree removes educational barriers for highly qualified applicants but still allows for
preference of applicants with a Bachelor’s degree.
The new position of Deputy Parks and Recreation Director is proposed to be added to
the Classification and Salary Plans. This position would provide support to the Parks
and Recreation Director in overseeing the Parks, Recreation and Community Services
Department and may manage the operations of one or more divisions in the
Department, including the Active Adult Center, Facilities, Lighting & Landscaping
Maintenance Assessment Districts, Park Maintenance and Improvement, Community

Services, and Recreation. The Deputy Parks and Recreation Director will be placed at
Salary Range 79 consistent with other deputy director-level job classifications. The
filling of this position is contingent upon organizational and departmental priorities and
available funding in the City budget.
The new position of Finance/Administrative Services Director is proposed to be added
to the Classification and Salary Plans. This position will oversee the operations and
activities of both the Finance Department and Human Resources Division and may
serve as City Treasurer, Personnel Officer, and/or Risk Manager. The duties of the
position include budgeting, accounting, payroll, financial reporting, audits, purchasing,
grants management, and human resources. This position will be placed at Salary
Range 87 consistent with other director-level job classifications. As this position is
currently filled with an employee serving as Administrative Services Director, this
individual’s title will be reclassified to Finance/Administrative Services Director
immediately upon approval of this proposed recommendation.
In line with the addition and reclassification of the Finance/Administrative Services
Director position, the name of the Finance Department will be changed to
Finance/Administrative Services Department to reflect the addition of the Human
Resources Division. Consolidating Finance and Human Resources will offer more
efficient delivery of services internally to the organization and enhance the working
relationship between both groups since they already work together on payroll, benefits,
and other employee services. The change in title and operations will be effective
immediately upon approval of this proposed recommendation and will be reflected in the
City budget for Fiscal Year 2023/24 along with associated cost and staff allocations.
The Purchasing Analyst position currently assigned in the Finance Department is
proposed to be reclassified and filled immediately as a Budget and Finance Manager.
In anticipation of the Purchasing Analyst position being vacated as of April 14, 2023, the
Finance Department reevaluated its staffing needs and determined a manager-level
position is needed to support the new director, oversee budget and accounting
activities, and help supervise and train the accounting staff who are mostly new and
hired within the past three years. Purchasing duties assigned to the Purchasing Analyst
position will be reassigned to existing Finance staff and discussions with other
departments will be held in the future about the City’s purchasing activities.
GOVERNMENT CODE SECTION 54953(c)(3) ANNOUNCEMENT
Consistent with Section 54953(c)(3) of the Government Code, the Mayor, Mayor Pro
Tempore, or other presiding officer shall orally report a summary of a recommendation
for a final action on the salaries, salary schedules, or compensation paid in the form of
fringe benefits of a local agency executive, as defined in Section 3511.1(d) of the
Government Code, during the open regular meeting in which the final action is to be
taken and prior to the motion to approve. Department Heads and Management
Employees are considered local agency executives per the State law definition (which
includes a chief executive officer, a deputy and assistant chief executive officer, a

department head, and a position held by an employment contract), therefore an oral
report is required.
The City’s Salary Plan is proposed to be amended to add the positions of Deputy Parks
and Recreation Director and Finance/Administrative Services Director. The estimated
costs in salary and benefits for the new Deputy Parks and Recreation Director position
for Fiscal Year 2023/24 is approximately $6,980.06 if filled through a reclassification of
an existing position or approximately $167,001.74 if filled as a new position. The
addition of the Finance/Administrative Services Director position to the Salary Plan has
no cost impact for Fiscal Year 2022/23 because the existing Administrative Services
Director position will be reclassified to Finance/Administrative Services Director, which
are at the same Salary Range and no changes will be made to the existing employee’s
salary or benefits. The estimated costs to reclassify Purchasing Analyst to Budget and
Finance Manager is approximately $25,416.77, which will be offset by salary savings in
the Finance Department for Fiscal Year 2022/23. Department Heads and Management
Employees are employed pursuant to employment agreements that contain standard
employment terms covering fringe benefits that include medical, health, retirement, life
insurance, leave time, and other benefits as provided in the Management Benefits
Resolution.
FISCAL IMPACT
The fiscal impact for adding the new Deputy Parks and Recreation Director position for
Fiscal Year 2023/24 is approximately $6,980.06 if filled through a reclassification of an
existing position or approximately $167,001.74 if filled as a new position. The addition
of the Finance/Administrative Services Director position to the Salary Plan has no fiscal
impact for Fiscal Year 2022/23 as the existing Administrative Services Director position
will be reclassified to Finance/Administrative Services Director, which are at the same
Salary Range and no changes will be made to the existing employee’s salary or
benefits. The estimated costs to reclassify Purchasing Analyst to Budget and Finance
Manager is approximately $25,416.77, which will be offset by salary savings in the
Finance Department for Fiscal Year 2022/23. If approved and/or filled, the estimated
costs of these changes will be included in the Fiscal Year 2023/24 budget.

PLAN FOR NON-COMPETITIVE AND COMPETITIVE SERVICE
EMPLOYEES REVISING THE JOB DESCRIPTIONS FOR
PUBLIC WORKS MANAGERACCOUNTANT I/II,
FINANCE/ACCOUNTING MANAGER, AND BUDGET AND
FINANCE MANAGER, AND ADDING DEPUTY PARKS AND
RECREATION DIRECTOR AND FINANCE/ADMINISTRATIVE
SERVICES DIRECTOR AND RESCINDING RESOLUTION NO.
2022-414314
WHEREAS, the City Council adopted Resolution No. 2022-4114 4143 on July
6November 2, 2022, establishing a revised classification plan and job descriptions for
Non-Competitive and Competitive Service employeesPublic Works Manager; and
WHEREAS, at the regular meeting on November 2, 2022April 19, 2023, the City
Council has determined that the City’s Classification Plan should be amended to revise
the job descriptions for the positions of Accountant I/II, Finance/Accounting Manager, and
Budget and Finance Manager, and adding the positions of Deputy Parks and Recreation
and Finance/Administrative Services DirectorPublic Works Manager; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The job descriptions attached as Exhibit A to this resolution is
hereby adopted into the City’s Classification Plan.
SECTION 2. The City Manager shall have the authority to make temporary
additions or deletions to the Classification Plan in the interest of efficient and effective
administration of the Plan. Such alterations shall not become an approved part of the
Plan until adoption by City Council resolution.
SECTION 3. For all Classification Plan job descriptions which contain a
reference to City, City of Moorpark, or City Council, such reference may also include
responsibility for other governmental public agencies for which the Moorpark City Council
serves as the governing body or has entered into a joint exercise of powers agreement,
including but not limited to the Successor Agency of the Redevelopment Agency of the
City of Moorpark, Successor Housing Agency of the Redevelopment Agency of the City
of Moorpark, Moorpark Public Financing Authority, Industrial Development Authority of
the City of Moorpark, and Moorpark Watershed, Parks, Recreation, and Conservation
Authority.
SECTION 4. Resolution No. 2022-414314 is rescinded and this resolution shall
become effective upon adoption.

Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all
duties performed within the job.
DEFINITION
To perform a variety of professional accounting duties in support of accounting
programs including accounting and financial reporting; to prepare, maintain and review
financial records and reports; and to perform a variety of tasks relative to assigned
areas of responsibility. These positions are overtime exempt.
DISTINGUISHING CHARACTERISTICS
This class is distinguished from the Accountant II by the need for a greater level of
supervision and training based on less years of experience and ability to work
independently.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the division manager or department head.
May exercise lead worker supervision over technical and clerical staff.
ESSENTIAL FUNCTION STATEMENTS--Essential duties may include, but are not
limited to, the following:
Essential Functions:
1. Perform a variety of accounting duties in support of accounting programs
including accounting, financial reporting and fixed assets; prepare monthly
journal entries; review and authorize claim vouchers.
2. Provide responsible staff assistance and support to the division manager or

and objectives; implement approved policies and procedures.
8. Assist in the annual closing of the City's financial records and in the compilation
and review of the annual budget.

BUDGET AND FINANCE MANAGER
Class specifications are intended to present a descriptive list of the range of duties
performed by employees in the class. Specifications are not intended to reflect all
duties performed within the job.
DEFINITION
To supervise all municipal accounting and budgeting functions; to supervise, assign and
review the work of staff responsible for one or more assigned items of finance functions
including accounting payables and receivables billing, bond issuance, investments,
cash management, payroll, budgeting and tax compliance activities; to produce various
financial reports and conduct special financial studies. This position is overtime exempt.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Finance Director and/or Assistant City Manager.
Exercises direct and primary supervision over professional, technical and clerical staff,
administers contracts and monitors performance.
ESSENTIAL FUNCTION STATEMENTS--Essential duties may include, but are not
limited to, the following:
Essential Functions:
1. Provide technical assistance and training to City staff in matters related to
financial accounting and budget administration.
2. Provide responsible staff assistance and support to the Finance Director.

Experience
Seven years of increasingly responsible finance, accounting, and administrative
experience in municipal government, the management and investment of funds,
office management, human resources, or a related field, including four years of
administrative and supervisory responsibility. Financial management and
investment experience in a governmental agency is preferred.
Training
Equivalent to a Bachelor’s degree from an accredited college or university with
major course work in accounting, finance, public administration, business
administration, or a related field, supplemented by specialized training or upper
division college level course work in personnel or human resources. A Master’s
degree is desirable.

WHEREAS, the City Council at its regular meeting on July 6, 2022April 19, 2023,
considered and adopted an amended Salary Plan Resolution for Non -Competitive
Service and Competitive Service positions to remove add the positions of
Laborer/Custodian IV and increase the salary ranges for Non-Competitive and
Competitive Service employees by two percent (2%) effective the first full pay period of
July 2022; and increase the City Manager’s base salary by two percent (2%) effective
the first full pay period of July 2022Deputy Parks and Recreation Director and
Finance/Administrative Services Director; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 2. The corresponding salaries for the ranges established in Section 1
of this resolution are attached hereto and incorporated herein as the “Salary Schedule”
Table. The Bi-Weekly Salary for each range is calculated by multiplying the Hourly
Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty-six
(26) pay periods. The Monthly Salary for each range is calculated by multiplying the
Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by
twelve (12) months. The Annual Salary for each range is calculated by multiplying the
Hourly Salary by two thousand eighty (2,080) hours. The “Salary Schedule” Table, City

Manager Annual Salary Schedule, and Classification and Salary Schedule attached to
this resolution are for information purposes, only, since calculations are approximate
due to rounding differences.
SECTION 3. The Salary Plan is based on ranges of two and one-half percent
(2.5%) and step increases of two and one-half percent (2.5%) with a total of thirteen
(13) steps, not including the City Manager Salary Schedule.
SECTION 4. City shall continue to pay a deferred compensation contribution into
a City approved deferred compensation pro gram, for enrolled regular full-time and
regular part-time employees, and the contribution amount shall be as follows: City
Manager - Four percent (4.0%) of gross base salary, Department Head positions – two
and one-half percent (2.5%) of gross base salary, and all other Management and
Competitive Service regular full-time and regular part-time positions – Two percent
(2.0%) of gross base salary. Gross base salary is defined as wages paid as described
in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay;
and excluding bilingual pay, in-lieu insurance payment, uniform cleaning allowance,
leave cash-out, overtime pay, car and cellular telephone allowances, and deferred
compensation payment. A Retired Annuitant is not eligible for a deferred compensation
contribution.
SECTION 5. Bilingual pay compensation for Spanish language bilingual skills
shall be paid to qualified regular full-time and part-time employees, consistent with the
qualification requirements approved in a Memorandum of Understanding (MOU)
between the City of Moorpark and the Service Employees International Union CTW,
CLC, Local 721, and to qualified non-competitive service employees consistent with a
City Council adopted management benefits resolution. Qualification for bilingual pay
shall be determined by the City Manager at his or her sole discretion. The current rates
per an approved MOU and management benefits resolution are: forty cents ($.40) per
hour for verbal bilingual pay, for all hours actually worked , and including annual leave,
vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid
leave, for up to forty (40) hours per week; and fifty cents ($.50) per hour for combined
verbal/written bilingual pay, for all hours a ctually worked, and including annual leave,
vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid
leave, for up to forty (40) hours per week. A Retired Annuitant is not eligible for bilingual
pay compensation.
SECTION 6. Longevity pay compensation shall be paid to qualified regular full -
time employees hired prior to January 1, 2015, consistent with the qualification
requirements approved in a Memorandum of Agreement between the City of Moorpark
and the Service Employees International Union CTW, CLC, Local 721 as follows:
121 to 180 Months of service – one-percent (1%),
181 to 240 Months of service – one and one-half percent (1.5%),
241 to 300 Months of service – two percent (2.0%)
301 or more Months of service – two and one-half percent (2.5%); and

Retired Annuitant

SECTION 7. Implementation of salary adjustments for positions noted in Section
1, herein, shall be limited by the performance evaluation system established by the City
Manager. Employees shall be evaluated prior to their anniversary date, and approved
salary adjustments shall be effective as of the first day of the pay period in which the
anniversary date or revised anniversary date occurs. A Retired Annuitant is not eligible
for merit raise salary adjustments pursuant to a performance review system, based on
the limited term of the Retired Annuitant appointment.
SECTION 8. Resolution No. 20212-4023 4115 shall be rescinded in its entirety,
and this revised Salary Plan for Non-Competitive Service and Competitive Service
Employees shall become effective with the first full pay period beginning July 2April 8,
20232.
SECTION 9. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolution s.
