Council the Certification of a Final Program Environmental Impact
Report Pursuant to the California Environmental Quality Act, including
a Mitigation Monitoring and Reporting Program, California
Environmental Quality Act Findings of Fact, and Statement of
Overriding Considerations and Approving General Plan Amendment
No. 2023-02 Adopting General Plan 2050.

Request for consistent land use designation and zoning for 5401 Gabbert Road
Dear Planning Commissioner,
Southern California Edison (“SCE”) has provided electrical service to residents in Moorpark for over
20 years. We are proud to continue to serve Moorpark and appreciate this opportunity to provide
input on the draft General Plan and Zoning Ordinance
SCE has owned two parcels near the western border of the City for many years (the “Western Parcel,”
5401 Gabbert Road APN 511-0-200-055 and the “Eastern Parcel,” APN 511-0-200-255). As indicated in
Figure LU-1 of the draft General Plan 2050, both the Western Parcel and Eastern Parcel are vacant, and
have been vacant for many years (see below diagram).
SCE recently started using the Western Parcel as a laydown yard to support SCE’s operations upgrading
existing nearby infrastructure providing electrical service to the City’s residents, businesses, and public
facilities. In recognition of this important use, the City has granted SCE Administrative Permit
No. 2020-09, allowing the use of the Western Parcel as a laydown yard on a temporary basis.
The Eastern Parcel is redesignated as Utility and Limited Industrial (“M-2”) in the draft General Plan 2050
and updated Zoning Ordinance, respectively. The policy reasons for this update are clear. The Eastern
Parcel has been in longstanding utility ownership, is not currently in agricultural use nor is it likely to
ever be used for agriculture in the future, and provides one of the few locations in the City suitable for
SCE support operations necessary for SCE to maintain safe and reliable electrical service within the City.
These same policy reasons also support the redesignation of the Western Parcel.

SCE respectfully requests that the Planning Commission revise the draft General Plan 2050 and Zoning
Ordinance to treat the Western and Eastern Parcels consistently, redesignating them both as Utility and
M-2. If the Western Parcel is redesignated, SCE would plan to file an application for land use
entitlements necessary to establish a laydown yard on a permanent basis. Just as it has with respect to
the current Administrative Permit, SCE would support reasonable permit conditions related to potential
project impacts as part of any new entitlements
While SCE recognizes that the draft General Plan and Zoning Ordinance have been available for public review
for several months, because of the nature of SCE’s long term planning effort for transmission lines in the
Moorpark area, SCE only recently became aware of the need to use the Property as a laydown yard on a
longstanding basis. SCE very much appreciates the Planning Commission’s consideration of SCE’s request. I
will be attending the Planning Commission’s hearing this evening and will be available to answers any
questions concerning SCE’s request and plans for the future use of the property
