TO: City Manager Troy Brown
FROM: Captain Victor Fazio
DATE: March 28, 2022
SUBJECT: 2021 Annual Report
The following report details Moorpark Police Department's activities in 2021 . The report is
primarily in graph form and represents several metrics by which we gauge our effectiveness as
a law enforcement agency .
In 2021, we gradually started to resume normal activities that had been restricted due to
COVID. In addition to our regular duties , the Moorpark Police Department was happy to again
provide security for special events such as the 3rd of July Fireworks Extravaganza , Country
Days, Haunted High Street , and Holiday on High Street.
Highlights from the report are as follows :
• Part 1 Crimes are at a historic low, down an additional 22% from last year's record low.
Moorpark was again ranked the 3 rd safest city in the state in 2021.
• Arrests for the city were down 21 % for 2021 as compared to 2020
• Calls for Service were down 6% for 2021 as compared to 2020, providing more time for
officers to engage in proactive and preventive patrol.
• Alarm calls went down 10% for 2021.
• Overall , traffic accidents were up 11 %, and citations were up 17% in 2021.
• Commercial vehicle citations were up 42% and commercial vehicle tows were down
12%.

• Our deputies made a record number of DUI arrests (185). This is, in part, due to the
city adding another traffic deputy position. We now have 7 day per week Traffic Unit
coverage.
• The Traffic Unit Senior Deputy position was reclassified to a Sergeant position.
Our station motto is, "One Crime or One Victim is One Too Many." Every member of the
Moorpark Police Department takes this motto to heart and works to not only take as many
criminals off the streets as possible, but to also reach out to our community in many different
ways in order to prevent crime.
Our Beat Coordinator continues to engage the public on the social media sites Nextdoor,
Twitter, and Neighbors by Ring. The number of users engaged on all sites has dramatically
risen year over year and serves as an excellent vehicle to contact residents and business
owners. In addition to our social media sites, we have implemented several new programs to
assist our residents, including the catalytic converter anti-theft program.
Our Volunteers in Policing and Explorers were not able to work the first half of the year due to
COVID restrictions but were able to return in time to assist with the 3rd of July fireworks event.
