Sergeant Helus was shot several ties Even though he had been shot, Sergeant Helus continued to engage the shooter. Tragically, Sergeant Helus died as a result of his injuries. The heroic actions of Sergeant Helus and the CHP officer undoubtedly saved numerous lives that night Sergeant Helus, a Moorpark resident, gave his live to save others. Bill joined the Ventura County Sheriff's Office in April of 1996, after serving as a police officer for several years at other agencies. Bill's diverse and extensive law enforcement experience ranges from assignments in patrol, custody, SWAT, academy instructor, investigations, and administration. Bill has a long history of volunteerism, which includes many years as a little league assistant coach and member of the board of directors. Bill served as the president of the Ventura Sheriff K9 Foundation and he continues to serve as a member of the executive council for the Southern California Law Enforcement Torch Run for Special Olympics. Bill has an Associate of Science degree in Administration of Justice from the Ventura Community College, a Bachelor's degree in Psychology from the CSUN, and a Master's degree in Emergency Services Administration from the CSULB. He is a proud graduate of the California POST Command College, the Anti -Defamation League's Western States Counterterrorism Seminar in Israel, the Greater Conejo Valley Chamber of Commerce's Leadership program, and the Ventura County Leadership Academy. John Reilly is a 24 year veteran of the Sheriff's Office who holds a bachelor's degree in History from CSUN and a Master's degree in Criminal Justice from American Military University. John has a diverse law enforcement background in a variety of disciplines from tactical operations to investigations. He was previously the Administrative Sergeant and Investigations Supervisor at the Moorpark Station. John's most recent experience includes supervising our county -wide patrol operations and acting as the Sheriff's Office official spokesperson. John lives in Moorpark and is active in local youth sports and other groups. As the Administrative Sergeant, Darin is responsible for maintaining the budget, interacting with the City Finance Department, coordinating all in-service training, supervising office staff, Beat Coordinator, and Traffic Unit. He also procures and maintains equipment, oversees patrol scheduling and the VIP and Explorer Programs, monitors grants, and assists with special event planning. In the absence of the Chief of Police, he fills in as the station's commanding officer. Senior Deputy Becky Purnell Beat Coordinator Sergeant Darin Hendren Administrative Sergeant As the Station Beat Coordinator, Becky works closely with city staff and patrol, and reviews various permits submitted to the City. She responds to community concerns, coordinates solutions, and notifies the public of crime trends/crime prevention and emergency situations. She accomplishes this through social media such as Nextdoor, Twitter, Nixle, and presentations or meetings with various groups. Becky is responsible for planning special events such as 3rd of July Fireworks Extravaganza, Moorpark Country Days, the Beer Festival, and the Civil War Reenactment. She also prepares monthly and quarterly reports, along with special projects as assigned by the Chief of Police and Administrative Sergeant. The Moorpark Police Department l• �.. administrative team includes Management Assistant Yessenia Meza-Ceja and - Administrative Assistant Jane Mineo. m Yessenia's tasks include administrative _ r, - Y support to the Chief of Police, payroll, preparing false alarm letters, subpoena processing, and supporting the front office. Jane maintains the schedule for patrol, ride alongs, and tours. She also is the Volunteer in Policing coordinator and provides front office support. *1* 40 Records Specialist Ben Chen -v. Student Aide Alexa Zaragoza Front Office Records Specialist Ben Chen works the front office answering phones and assisting the public at the front counter. Ben's duties include researching/processing criminal records; providing information to law enforcement personnel and the general public; updating state, local, and federal computer databanks; receiving and examining documents for accuracy and compliance with legal requirements; receiving reports and entering applicable information into various computer databases; and processing money for report and vehicle release fees. Student Aides Kiana Cantrall and Alexa Zaragoza assist front office staff with answering phones, filing, ticket sign offs, collecting money for vehicle release fees, assisting the public at the front counter, assisting other bureaus, and other various tasks as assigned. Student Aids Kiana Cantrall �c Investigations The Moorpark Investigations Bureau consists of a Sergeant, two Senior Deputies and a Sheriff's Service Technician. The Bureau is responsible for the investigation of a wide variety of cases from minor thefts and batteries to complex identity thefts and assaults. Most recently, the Bureau has experienced an increase in cases involving organized and semi -organized criminal crews who commit large-scale identity theft. Often times, these same crews commit multiple thefts from unlocked vehicles with the intention of finding and stealing wallets, driver's licenses, credit cards, or other items containing the personal identifying information of others. In many instances, it is these small scale thefts that help fuel the substantial identity theft related crimes. Kevin Lynch, Special Enforcement Unit • The Moorpark Special Enforcement Unit is comprised of two deputies and is tasked with investigating all gang related and graffiti incidents in Moorpark. The unit is also responsible for documenting and tracking active gang members and testifying as gang experts in court. The Special Enforcement Unit works closely with representatives from Probation, Parole, and other investigative units within the Sheriff's Office. 2018 Statistics Probation / Parole Searches- 51 Arrests-109 Search Warrants- 77 Surveillances-104 Deputy Ken Michaelson (left) & Deputy Henry Contreras (right) School Resource Officer SRO Deputy Rob Curiel 0 The School Resource Officer is assigned to monitor all of the schools within the Moorpark School District. As part of his duties, the School Resource Officer works closely with school employees to ensure student / staff safety and to address all crime, drug, and alcohol related issues involving students. The School Resource Officer also works closely with the deputies assigned to the Special Enforcement Unit to address concerns of students who are involved in gang and graffiti -related activities. l a Traffic Bureau The Traffic Bureau consists of 3 motorcycle officers and 4 traffic cadets. Their focus is keeping the streets of Moorpark safe. They accomplish this through speed enforcement, commercial truck enforcement, traffic education, and directed enforcement. F Cadet Isaiah Galvez Cadet Preston Moseby (` Cade?Chris Medrano Deputy Victor Flores has been with the Sheriff's Office for 23 years, and he and his K-9 partner Dano have been seen working the streets of Moorpark for the past 4 years. Dano is a 5 year old German Shepherd whose favorite past times are catching bad guys, playing soccer, eating treats, and greeting everyone he meets. Deputy Flores and Deputy Brian Dent has been with the Sheriff's Office for 13 years, and he and his K-9 partner Fritz have been seen working the streets of Moorpark for the past 5 months. The Ventura County Sheriff's Office provides a Law Enforcement Explorer program to educate and involve the youth of the community in police operations and interest them in law enforcement functions whether they aspire to enter police work or not. The Explorer program establishes an awareness of the complexities of police services and broadens an Explorer's firsthand knowledge of the challenges and job skills that make up our communities' police services. License Plate Reader (LPR) The patrol cars equipped with License Plate Readers are continually scanning license plates. Detectives determined that narcotics were being distributed and old by gang members in and around Moorpark, and the trafficking of narcotics as being organized and directed by an inmate connected to the Mexican mafia, ho was incarcerated in a California prison. The investigation led to the seizure of $22,500.00 in cash approximately $150,000.00 in narcotics and two firearms. Investigation and Seizure of Organized Identity Theft Laboratory: A month -long identity theft investigation culminated in Moorpark detectives serving a search warrant and arresting multiple suspects. The investigation began in December ofa 2017, when Moorpark patrol deputies arrested three suspects at a local retail store for using stolen credit cards. As a result of the warrant, detectives seized a significant amount of evidence that indicated the suspects were manufacturing fictitious credit cards, such as embossers, skimmers, computers, blank credit cards and hundreds of compromised identities. The seizure was one of the largest ID theft confiscations for this area and resulted in two additional arrests.
