MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 06/07/2023 Regular Meeting SUBJECT: Consider Presentations from Applicants and Make Appointments to Fill Two Vacancies on the Library Board for a Three-Year Term Ending June 30, 2026 BACKGROUND/DISCUSSION The application period to fill two vacancies on the Library Board, created by the June 30, 2023, expiring terms of Board Members Sandra Banks and Chaya Turrow Blum, opened on April 25, 2023, and closed on May 29, 2023, at 5:00 p.m. To advertise the two open positions, a press release was issued, notice of the recruitment was prominently advertised on the City’s website and social media feeds, and notices were posted at the Moorpark Library and Community Center. Three applications were received and are attached to the staff report: Sandra Banks (Library Board Member since June 2020) Kristen Blunt Chaya Turrow Blum (Library Board Member since March 2022) Library Board applicants are required to attend a City Council meeting to give a presentation to the Council on qualifications and interest in the appointment. Just prior to the start of this meeting, the City Clerk will conduct a random drawing of the names of the applicants to determine the order in which they will make their presentation. The City Council’s adopted procedure for appointments in Resolution No. 2022-4097, Policy 2.2.9. is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. E. The Council shall vote on each appointment individually. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive.
