BACKGROUND
The Moorpark Active Adult Center (AAC), through funding from the Ventura County
Area Agency on Aging (VCAAA), has offered a Senior Nutrition Program (SNP) for
seniors in the Moorpark community for many years. Congregate and home delivered
meals are cooked onsite, Monday through Friday, excluding holidays. Congregate
meals are served at noon and home delivered meal service is provided between
11:00 a.m. and noon to seniors over the age of 60. Per VCAAA guidelines, a voluntary
donation of $3.00 per meal is suggested, however no eligible individual is denied
participation because of a failure or inability to contribute.
Funding from VCAAA is provided through an Older Americans Act (OAA) Title III-C
Grant, which is awarded in four-year grant cycles. At the start of the grant cycle,
prospective grantees submit a grant application verifying eligibility and requesting
funding to support SNP activities. Successful applicants are issued a grant agreement
authorizing participation and establishing the funding amount for the first fiscal year (FY)
of the grant cycle. Each FY thereafter grantees submit a renewal application and are
issued a grant agreement establishing the funding amount for that year. Annual funding
amounts are determined by VCAAA based on various factors including the amount of
OAA Title III-C funding available and the proportional number of clients served by the
grantee. VCAAA typically sends the annual grant agreements to grantees for signature
in mid-June, with a very short window for execution prior to the start of the funding year
on July 1.

On April 8, 2020, the City Council adopted Resolution No. 2020-3902 authorizing the
submittal of an initial grant application and approving subsequent agreements and
renewal applications through FY 2023/24. The Resolution also authorized the City
Manager to serve as signatory for the City Council on all matters related to grant
administration up to a total funding amount of $165,000 over the four-year term.
DISCUSSION
The City is in the third year of the current four-year grant cycle and has received a total
of $151,757.45 in funding to date. This includes a total of $98,020 in annual grant
funding, plus several additional one-time-only grant awards totaling $53,737.45 that
were provided by the County to augment the annual funding allocations and support
increased home-delivered meal service during the COVID-19 pandemic. Based on the
funding formula in the FY 2023/24 renewal application (Attachment 1), the City’s
anticipated funding award for FY 2023/24 is $70,740.00. This would bring the total
grant award to $222,227.45 for the four-year grant cycle, exceeding the $165,000 award
limit that the City Manager is authorized to sign for by Resolution No. 2020-3902.
VCAAA has indicated that additional one-time-only grant funds may also be made
available in FY 2023/24. As a result, the total anticipated funding award over the four-
year grant cycle is uncertain. It is unclear why an award limit has historically been
included in the authorizing resolutions, however VCAAA has confirmed that the
inclusion of a limit in the resolution is not required.
To maintain the City Manager’s signing authority through the end of the current grant
cycle, staff is requesting that the City Council adopt an amended resolution authorizing
the submittal of a grant application and subsequent grant renewals during the
FY 2020/21 – FY 2023/24 grant cycle and authorizing the City Manager to serve as
signatory on all matters related to grant administration through FY 2023/24 without a
limit on the total funding amount.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no further environmental review is required.
FISCAL IMPACT
The estimated direct costs for FY 2023/24 SNP operations are $82,017.00. Estimated
revenues for FY 2023/24 include the grant award of $70,740.00 plus estimated
participant donations of $4,230.00, leaving $7,047.00 in program expenses to be funded
by the General Fund. Costs for the program are included in the draft budget for FY
2023/24, therefore no additional appropriation is required.

SECTION 4 -TARGETING AND PUBLIC RELATIONS
A. Targeting
Grantees are required to follow priority preference in providing services to older individuals with greatest
economic need and older individuals with greatest social need with particular attention to low-income
older individuals, including low-income minority older individuals, older individuals with limited
English proficiency, and older individuals residing in rural areas.
Greatest Social Need-A social need is the result of non-economic factors e.g., physical and/or
mental disabilities, language barriers, or cultural and/or social isolation and/or racial and ethnic
status They restrict a persons ability to perform normal daily tasks or threaten his or her capacity to
live independently. An older individual is in greatest social need ifs/he has two (2) or more of the
following characteristics is physically and/or mentally disabled, has a language or communication

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING A GRANT
APPLICATION AND AGREEMENT WITH THE VENTURA
COUNTY AREA AGENCY ON AGING (VCAAA) FOR THE
SENIOR NUTRITION PROGRAM AT THE MOORPARK
ACTIVE ADULT CENTER FROM FISCAL YEAR 2020/21
THROUGH FISCAL YEAR 2023/24
WHEREAS, the City Council is dedicated to the support of beneficial programs
for older Americans in the City of Moorpark; and
WHEREAS, meeting the nutrition needs of older Americans is a significant
means of maintaining health and wellness in our older population; and
WHEREAS, funds for the Senior Nutrition Program at the Active Adult Center are
available in the form of a grant through Ventura County Area Agency on Aging.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves and authorizes the grant
application and subsequent renewal of a contract agreement through Ventura County
Area Agency on Aging to secure funds for the Senior Nutrition Program. If awarded, the
City Council hereby authorizes the City Manager to serve as signatory for the City
Council on all matters related to the administration of this grant through FY 2023/24 for
a total amount not-to-exceed $165,000.00 over the four-year term.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING A GRANT
APPLICATION AND AGREEMENT WITH THE VENTURA
COUNTY AREA AGENCY ON AGING (VCAAA) FOR THE
SENIOR NUTRITION PROGRAM AT THE MOORPARK
ACTIVE ADULT CENTER FROM FISCAL YEAR 2020/21
THROUGH FISCAL YEAR 2023/24, AND RESCINDING
RESOLUTION NO. 2020-3902
WHEREAS, the City Council is dedicated to the support of beneficial programs
for older Americans in the City of Moorpark; and
WHEREAS, meeting the nutrition needs of older Americans is a significant
means of maintaining health and wellness in our older population; and
WHEREAS, funds for the Senior Nutrition Program at the Active Adult Center are
available in the form of a grant through the Ventura County Area Agency on Aging.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves and authorizes the grant
application and subsequent renewal of a contract agreement through Ventura County
Area Agency on Aging to secure funds for the Senior Nutrition Program, and authorizes
the City Manager to serve as signatory for the City Council on all matters related to the
administration of this grant from FY 2020/21 through FY 2023/24.
SECTION 2. Resolution No. 2020-3902 shall be rescinded, and this new
resolution shall remain in full force and effect through June 30, 2024.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
