WHAT
Ventura County Behavioral Health (VCBH) -Coordinates mental health, suicide prevention,
drug awareness and opioid use campaigns with MUSD and Moorpark College
Moorpark Unified School District (MUSD) -Operates wellness centers at every school campus
and hosts webinars, meetings, coffee chats with parents, students, teachers and staff
Moorpark College -Offers mental health counseling at Student Health Center and
coordinates suicide prevention training with VCBH
Interface Children and Family Services –Offers mental and behavioral health counseling for
individuals, children and families, and serves between 400-500 clients in Moorpark annually
Ventura County Sheriff’s Office -All patrol deputies receive 40-hours of Crisis Intervention

City staff met with community partners to identify short-, medium-, and long-term goals.
Some goals require City funding while others do not or may require staff time and effort.
These goals were identified by the City and community partners as the most viable but other
programs and services could be developed in the future.
This does not include a comprehensive list of community partners as staff was limited to
reaching those most accessible or recommended to contact based on activity within the
community.
The goals were identified absent of a comprehensive mental and behavioral needs
assessment, therefore the needs are based on survey data from the National Community
Survey, community partner client information, or prior studies and research information.

1. Opioid Prevention Program
Education and training on how to prevent opioid use and recognize overdoses and distribute Narcan kits.

2. Mental Health Webinars and Meetings
Allow residents to join existing mental health webinars and in-person meetings.

3. MUSD Moorpark Wellness Center
Allow residents access to use the Moorpark Wellness Center located at Moorpark High School in the evenings
from 4:00 to 8:00 p.m. with funding of a part-time mental health counselor.

4. Law Enforcement Training
Training for law enforcement personnel, first responders, and dispatch personnel on recognizing and

Establish a task force of community partners in Moorpark to meet on a quarterly basis to enhance
communication, exchange information, and ensure efforts are coordinated to address ongoing mental health
needs of the community.

Medium-Term Goal –1-3 Year Implementation
1. Moorpark Mental Health and Wellness Center
Establish a Mental Health and Wellness Center in Moorpark at the Ruben Castro Human Services Center or
other facility to provide in-person counseling for residents. The Center may be open a few times per week
initially and expand its hours of operation as needed. This facility would be open to the public from 8:00 a.m. to
8:00 p.m. Monday through Friday, which is different hours of operation compared to 4:00 p.m. to 8:00 p.m. at
MUSD’s Wellness Center.

1. Moorpark Police Department Mental Health Services
Depending on need and as the community grows and funding becomes available, determine if the City needs to
contract with VCBH for a full-time Mental Health Specialist and/or Caseworker to work alongside deputies.

Conduct a comprehensive study of mental health needs in the City of Moorpark to better serve the community.

3. Permanent Moorpark Mental Health Clinic
Based on demand of mental health services and programs observed between years 2023 through 2026 and/or
results of the behavioral needs assessment survey, a mental health clinic in Moorpark could be established
similar to what VCBH already offers at its mental health clinics in Simi Valley and Thousand Oaks. Office space
and clinical specialists would be needed. The clinic may be open a few times per week initially and expand its
hours of operation as needed.
