Dear Mr. Brown,

Director
Jason Cooper, MD
Medical Director
On behalf of Ventura County Behavioral Health, I am writing to express my support and heartfelt
gratitude for your unwavering support and dedication to the well-being of our community. Now
that the pandemic is behind us the demand for mental health and substance use services is
growing faster than ever before. Ventura County offers this letter of support to utilize space at
the Ruben Castro Human Services center to expand behavioral health services in The City of
Moorpark.
Many individuals with behavioral health issues face a variety of barriers. For some individuals
arranging transportation to neighboring communities can prevent them from seeking the help
they need. The expansion of behavioral health services in The City of Moorpark will help
address this and will have a profound impact on the lives of individuals struggling with mental
health and substance use issues. With increased access to care, we can expect to see
improved outcomes, reduced stigma, and a stronger, healthier community.
We understand that based on community feedback, the city would like to establish a "Moorpark"
Behavioral Health and Wellness Center. Ventura County Behavioral Health would provide
behavioral health services including in-person counseling as applicable. The Center would also
have both walk-in and scheduled appointments available. Finally, the Center would be initially
open a few times per week and expand hours of operation as needed.
Your thoughtful consideration of rent reduction for behavioral health services will enable the
county to allocate more resources towards expanding these services, hiring qualified staff, and
reaching a larger number of individuals in need.
I am committed to supporting and collaborating with The City of Moorpark in its efforts to expand
behavioral health services to the community. Si z a
