MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 07/19/2023 Regular Meeting SUBJECT: Consider Appointment to Fill Vacancies on the Area Agency on Aging Advisory Council BACKGROUND AND DISCUSSION The Area Agency on Aging is responsible for the implementation of the Older Americans Act in Ventura County. Its mandated functions are planning and coordinating senior citizen programs and the administration of all Older American Act funds. Applicants must be 60-years of age or older, a resident of Moorpark, and registered to vote in Moorpark. The bylaws of the Area Agency on Aging do not provide for an alternate representative. Each City in the County is allotted two representatives on the Area Agency on Aging Advisory Council. On April 28, 2023, the City Clerk’s Office issued a press release and opened a recruitment to fill two vacancies on the Ventura County Area Agency on Aging Advisory Council for a two-year term ending June 30, 2025. Notice of the recruitment was also prominently advertised on the City’s website and social media feeds; notices were posted at the Active Adult Center, Moorpark Library, and Community Center; and an announcement seeking applicants was placed in the Active Adult Center monthly newsletter. Recruitment was initially scheduled to closed on May 29, 2023, at 5:00 p.m.; however, with only one application received at that time, the recruitment was extended through the end of June. No additional applications were received during the 30-day extended period. In order to fill one of the two existing vacancies, staff is recommending that the one applicant, Lyn Cotwright, be appointed as the City’s representative to the Area Agency on Aging Advisory Council, and direct staff to maintain an open recruitment for a second representative. A future candidate will be brought forward for consideration and appointment by the City Council as such time as an application is received. Therefore, no environmental review is required. FISCAL IMPACT There is no fiscal impact associated with the appointment. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION 1. As a Certified Senior Relocation specialist, I provide planning solutions and assist older adults and their families through stressful transitions, helping them move, organize, downsize, sell and remodel their homes if that is their choice, but also educate on how they can leverage their greatest appreciating asset to help pay for their transition to assisted living and beyond. As part of the planner community and a Certified Senior Relocation specialist, I am an advocate for seniors and their needs. Having family members who have aged in place and been a caregiver, I know how important it is to have programs in place that not only aid the senior but their families as well.
