MOORPARK CITY COUNCIL
AGENDA REPORT
TO: Honorable City Council
FROM: Ky Spangler, City Clerk
DATE: 07/19/2023 Regular Meeting
SUBJECT: Consider Appointment to Fill Vacancies on the Area Agency on Aging
Advisory Council
BACKGROUND AND DISCUSSION
The Area Agency on Aging is responsible for the implementation of the Older Americans
Act in Ventura County. Its mandated functions are planning and coordinating senior
citizen programs and the administration of all Older American Act funds. Applicants must
be 60-years of age or older, a resident of Moorpark, and registered to vote in Moorpark.
The bylaws of the Area Agency on Aging do not provide for an alternate representative.
Each City in the County is allotted two representatives on the Area Agency on Aging
Advisory Council.
On April 28, 2023, the City Clerk’s Office issued a press release and opened a recruitment
to fill two vacancies on the Ventura County Area Agency on Aging Advisory Council for a
two-year term ending June 30, 2025. Notice of the recruitment was also prominently
advertised on the City’s website and social media feeds; notices were posted at the Active
Adult Center, Moorpark Library, and Community Center; and an announcement seeking
applicants was placed in the Active Adult Center monthly newsletter. Recruitment was
initially scheduled to closed on May 29, 2023, at 5:00 p.m.; however, with only one
application received at that time, the recruitment was extended through the end of June.
No additional applications were received during the 30-day extended period.
In order to fill one of the two existing vacancies, staff is recommending that the one
applicant, Lyn Cotwright, be appointed as the City’s representative to the Area Agency
on Aging Advisory Council, and direct staff to maintain an open recruitment for a second
representative. A future candidate will be brought forward for consideration and
appointment by the City Council as such time as an application is received.
