SUBJECT: Consider Appointment of Two City Representatives to Serve as
Commissioners to the Area Housing Authority of the County of
Ventura
BACKGROUND
Two Commissioners are appointed by each of seven (7) local jurisdictions (including the
City of Moorpark) which are a party to a Memorandum of Understanding under
Article 31 of the State Constitution which created the Area Housing Authority of the
County of Ventura (AHA).
Commissioners serve a four-year term, and according to State law, remain a
Commissioner until replaced or reappointed. Commissioners receive a $50.00 stipend
from the Area Housing Authority for each board meeting they attend up to a maximum
payment of $200.00 per month. Commissioners are also paid mileage.
DISCUSSION
The application period to fill the two expiring terms for Area Housing Authority
representatives for the City of Moorpark opened on May 31 and closed on July 10,
2023, at 5:00 p.m. To advertise the two open positions, a press release was issued,
notice of the recruitment was prominently advertising on the City’s website and social
media feeds, notices were posted at the Moorpark Library and Community Center, and
announcements were provided during City Council meetings. Applications were
received from two individuals who are the existing incumbent Commissioners. Both
applicants have also expressed their interest to the Area Housing Authority of the
County of Ventura in continuing their service on the Commission.

It should be noted that City Council Policy does not require applicant presentations from
candidates applying to serve on the Area Housing Authority of the County of Ventura.
The City Council’s adopted procedure for appointments (Policy 2.2 [9.]) in Resolution
No. 2022-4097 is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointments, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall then make a motion putting forth all the names to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
Given that the City has received two applications for the two open positions,
nominations are not required, and therefore staff recommends that the City Council
reappoint the incumbent applicants to continue their service.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Appoint two City representatives to the Area Housing Authority of the County of Ventura
for a four-year term beginning September 1, 2023, and ending August 31, 2027.
