MEMORANDUM
TO: The Honorable City Council

SUBJECT: Request to Film Movie on High Street
PROPOSED ACTION:
Authorize issuance of Movie and Television Filming Permit
involving closure of, and Restricting Parking on, High Street
for a portion of Monday and Tuesday, August 6 and 7 , 1984 .
BACKGROUND INFORMATION:
LARCO Productions has applied for a Permit to film scenes for
a movie on High Street on Monday and Tuesday, August 6 and 7 .
The tentative shooting schedule calls for scenes at the
Post Office and at the bicycle shop. This will involve
restricting vehicular traffic intermittantly on High Street,
and restricting parking for a portion of both days (August 6 and 7) .
Issuance of the above Permit is recommended subject to the
following conditions:
1. File with the City Clerk a time schedule delineating
the approximate times traffic is proposed to be delayed and
parking is requested for restriction;
2. Receipt by the City of a copy of written authorization
from CALTRANS for traffic closure on High Street, and adherence
by the Permittee to the conditions required by CALTRANS;
3. Confirmation from the Sheriff' s Department that
satisfactory arrangements have been concluded for additional
law enforcement personnel to handle anticipated crowd control
and traffic matters on side streets and Charles Avenue, said
traffic matters to include High Street in the event Highway Patrol
coverage is not required by CALTRANS .

4. File with the City Clerk a copy of an explanatory
leaflet outlining the shooting schedule, including the times
when High Street is to be closed to traffic and there is to be
No Parking. . . . said leaflet to be hand-distributed to each
business on High Street by LARCO Productions.
5 . Payment of the $10. 00 Application/Issuance Fee and
a Permit Fee of $100 for each day of filming ($200 . 00) .
SUGGESTED MOTION:
That a Movie and Television Filming Permit be granted to LARCO
Productions , Inc. , for filming on High Street in the approximate
area of the Post Office on August 6 and 7 , 1984 , subject to the
conditions outlined in the memorandum from the City Manager
dated July 26 , 1984 ; and further , that the City Manager be
authorized to approve such "NO PARKING" restrictions as he may
deem to be appropriate to accommodate the shooting schedule
of LARCO Productions.

WHO WOULD LIKE TO FILM IN YOUR TOWN THE DAYS OF AUGUST 6 AND
AUGUST 7 OF THIS YEAR.
THE SCENE INVOLVES A TOWN THAT IS SUPPOSEDLY ABANDONED.
THEREFORE, WE WOULD, FOR A PORTION OF THE DAY, LIKE TO RESTRICT
PARKING ON THE MAIN STREET . ALSO, FOR PERIODS OF 5-10 MINUTES WE
WOULD LIKE TO HOLD TRAFFIC ON THE SAME STREET .
I REALIZE IN SPEAKING TO MS. LITA YANCEY WE WOULD NEED THE
COOPERATION OF MR. VERN HARMON OF CALTRANS FOR ANYTHING
PERTAINING TO HIGHWAY TRAFFIC.
ALSO, WE INTEND USING ACTORS FROM YOUR LOCAL THEATER GROUP TO
APPEAR IN THE PICTURE .
