Mountains Conservancy Advisory Committee and Make Appointment
to Complete the Remaining Term Due to an Unscheduled Vacancy
BACKGROUND
At its meeting of December 2, 2020, the City Council considered and made
appointments to City Council Standing and Ad Hoc Committees and Other
Assignments. The category of “Other Assignments” represents those County and
regional boards, commissions, or committees for which the City Councill appoints
Councilmembers to represent the City and its interests. During the discussion of
appointments to “Other Assignments”, it was noted that a vacancy existed on the Santa
Monica Mountains Conservancy Advisory Committee (SMMCAC), with the position
previously being filled by a Councilmember.
The authority for the City Council to make an appointment to the SMMCAC is vested in
the California Public Resources Code (PRC) Section 33213 (Attachment 2), which sets
forth the composition of the SMMCAC and provides the City Council with the discretion
to appoint a member of the Council, a member of staff, or a member of the public to
serve as the City’s representative on the Committee.
In December 2020, the Council voted to establish a two-year term of appointment for
the SMMCAC position to coincide with appointments made by the City Council on other
boards and commissions. At the direction of the City Council, staff initiated a
recruitment for applicants with appointment consideration to be scheduled for the
January 6, 2021, Council meeting. On January 6, 2021, following presentations to the
Council by applicants, Moorpark resident Bruce Thomas was appointed as the City’s
representative to the SMMCAC for a two-year term concluding December 31, 2022.
In 2022, in anticipation of the City Council wishing to consider a citizen-appointment for
the 2023-2024 term on the SMMCAC, the City Clerk’s Office initiated recruitment on
November 7, 2022, seeking individuals interested in filling the upcoming vacancy.

Recruitment closed on Monday, December 12, 2022, at 5:00 p.m. Two applications
were received. At its meeting of December 21, following applicant presentations to the
Council, Moorpark resident David Ross was appointed to serve a two-year term
concluding December 31, 2024.
DISCUSSION
On June 14, 2023, David Ross emailed the City advising that due to relocation out of
Moorpark, he was no longer eligible to serve as the City’s SMMCAC representative.
Pursuant to City Council Policy Resolution No. 2022-4097, Policy 2.2.4 states, in the
event of an unscheduled vacancy, a recruitment is to be initiated if more than six
months remains on an appointed term.
On June 27, 2023, the City Clerk initiated a recruitment which concluded on Monday,
August 21 at 5:00 p.m. Two applications were received and are attached hereto.

It is recommended that the City Council receive presentations from the applicants, not-
to-exceed three (3) minutes, on qualifications and interest to serve on the Committee.
Following the presentations, the Council is asked to make an appointment for a
Moorpark resident to serve as the City’s representative on the SMMCAC.
The City Clerk will conduct a random drawing of the names of the applicants prior to the
start of the meeting to determine the order in which they will speak.
The Council’s Policy Resolution also provides the procedure for appointments as
follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.

in the industry including Rosi Dagit of the RCD, Jack Smith of TreePeople, Antonio Sanchez of Samo Fund. I have also
created my own projects with approval from Jeremy Laurentowski, Department of Parks and Recreation and Paul Edelman
of the MRCA. There is no replacement for hands on experience in understanding the fragility and importance our local
ecology. My CPA license and professional experience provides a foundation of objectivity, ethics, and communication

With a natural love of the land I grew up in, I am continuously striving to work with others to improve our relationship
with our open space and maximize ecological health of our wild areas. In conjunction with my restoration efforts, I have
reached out to city officials with recommendations when I have concerns regarding landscape practices or irrigation issues
and have helped to make various improvements. As someone who has intimate familiarity with the natural areas in
Moorpark, I have spent significant time educating neighbors and hikers of the importance of conservation and restoration
of our natural lands. I have held leadership roles in various projects through nonprofits, special districts, and government

For years, I have dedicated myself to habitat restoration efforts across multiple organizations including Resource
Conservation District of the Santa Monica Mountains, TreePeople, SamoFund, and others. In addition, with approval from
the MRCA and from City of Moorpark Department of Parks and Recreation I have implemented my own project to restore
select sites in my own community. This process has been extremely rewarding and I have educated and inspired many
people along the way. I now feel ready to apply this knowledge to have a larger influence on my community and to help
make policies that will promote these values on a greater scale.

For 20 years (2001-2020), I was the City of Moorpark’s representative on the Santa Monica Mountains Conservancy
Advisory Committee (SMMCAC), when I was a member of the City Council. I gained valuable experience doing so, and
would like to do so again, as I felt I was a very effective representative and would be so again. Clearly, I will have more
experience with SMMCAC than could any other applicant.
I know all the players at the conservancy, having built these relationships over more than 20 years and I believe that it
would benefit the City of Moorpark as well as the SMMC and SMMCAC to reappoint me to serve on the advisory committee.
I also have significant knowledge of the entire Santa Monica Conservancy Zone jurisdictions and the issues facing them
because of my long experience on the committee. I would also welcome the chance to stay involved with the city more
formally than as a private citizen only. My open space credentials are unmatched, in our community

supported video production/editing for parts of 6 related IVD programs for other aircraft crews in
Mission Management or Situation Awareness. (under subcontract to Hernandez Engineering, Inc.)
Managed the instructional design/development and evaluation activities for the creation or revision of
15+ hours of training, in six interactive multimedia training courses (Fundamentals of Finance, Basic
Math, Safe Work Methods, Safety Continuous Improvement Team [SCIT], Management Safety Process
[MSP], and Freight Training for Couriers)—for couriers, managers, and others for a major overnight
shipping firm (Subcontract: IEC, Inc.). Provided content development, instructional design,
evaluation, and quality assurance support to eight writers.
o Xerox Document Systems Skills II (M03). A 12.5 day hands-on workshop for Document Systems Analysts
on providing technical support for configuration, sales, and implementation of electronic publishing
systems. Included print guides, job aids, online exercises, and a job simulation. (Subcontract: FLI, Inc.)
Wrote winning grant/contract proposals worth more than $34 million for clients from 1999 – 2012, under
subcontract to K&M Enterprises, (e.g., prospectuses from US Dept. of Interior/Bureau of Reclamation;
federal/state education or gang prevention grants; grants from Centers for Disease Control, Department of
Justice, & more). Sample projects included:
o Community Transformation Grant: Transforming Ventura County Communities application submitted by
Ventura County Public Health to Centers for Disease Control—a five year capacity-building grant focusing
on five strategic directions: Active Living/Healthy Eating; Tobacco Free Living; Clinical Preventive
Services; Social and Emotional Wellness; Safe Physical Environment. (Lead writer).
o Reclaiming Futures Ventura County, a Juvenile Drug Courts Grant Application to the U.S. Department of
Health and Human Services, Substance Abuse and Mental Health Services Administration and to the U. S.
Department of Justice’s Office of Juvenile Justice and Delinquency Prevention (OJJDP).
o RIO (Relationships Inspiring Opportunities) for KIDS—(21st Century Community Learning Centers
Program): Two baseline and eight “optional” grant applications to the CA Dept. of Education from the
Boys and Girls Clubs of Greater Oxnard and Port Hueneme (BGCOP) and the Rio School District (RSD)

Have significant experience reviewing/evaluating data/information and making policy decisions about public
sector city business, including: environmental impact assessment, land use planning, redevelopment activities,
public works, parks, recreation, community services, human resources issues and legislative agenda planning.
Participated in the analysis, development, and approval of two full 5-year implementation plans for the
Moorpark Redevelopment Agency and twenty annual city budgets to date, including yearly Capital
Improvement Plan (CIP) updates.
Analyzed issues for, communicated with developer advocates and local residents, debated, and participated in
the approval process for nearly 1,000,000 square feet of commercial, retail, or industrial development, from
small 15,000 square foot projects, to the largest project in Moorpark to date—the Moorpark Marketplace, a sub-
regional mall with 357,000 square feet of retail.
Have significant experience with outreach and constituent support to families and individuals (both youth and
adults) in Moorpark and Ventura County—regularly communicating with them and participating in a wide
range of community activities in all aspects of city life.
Have served on numerous committees, especially the Santa Monica Mountains Conservancy Advisory

Diablo Valley Colleges, Sonoma State U, UC Berkeley, & National Learning Communities Project.
Developed content for and supervised development of a CLCCN project Web site to support faculty

o Perform concept development and proposal writing to support marketing efforts for large-scale system
development efforts for federal (DoD and other) clients that spanned both engineering and behavioral
disciplines, especially for the U.S. Army.

Held several Teaching and/or Graduate Assistant positions, the last one as noted above. For Director of IDI,
supervised and participated in conducting several IDIs. The IDI is a six-day workshop for teachers and
educational specialists to provide knowledge, skills and practical experience in all phases of the Instructional
Systems Development (ISD) process. Trained and supervised approximately 15 workshop coordinators.
Other projects included: (1) adapting the IDI for mine safety trainers (for U.S. Bureau of Mines), including
design, development, production, delivery and evaluation of training; (2) serving as teaching assistant for
masters/doctoral classes on numerous instructional technology topics; (3) designing/producing instruction for
a USC program in a third-world Middle Eastern nation; and (4) other instructional development projects.

Taught students of all general ability levels in fourth grade for three years and first grade for one year.
Served as head teacher of four fourth grade teachers for three years.
Was selected to participate in the Environmental Studies Program (ESP) with one fourth grade class. This
program was reserved for a select number of classes, island-wide, each year—generally those taught by the
most qualified teachers. It involved traveling with the class to the Virgin Islands National Park on a
neighboring island for specialized science experiences.

Taught fourth grader children of all ability levels in self-contained classrooms at Copeland Manor School and
at Adler School, for one year each.
At the Butterfield School (open plan school): taught science and social studies to all Grade 1-4 students for
one semester and team-taught a 3-4 grade combination with another teacher for all subjects for another
semester. Was an advisor for students in Grades 1-8 during this one-year open plan school experience.
Was one of two district teachers selected to participate in a practicum on open education at the K-14
laboratory school of Mankato State University—the model upon which District #70's open school program at
Butterfield School was based.

and inspiration to more than 400 local volunteers who helped educate the public and pass both measures
overwhelmingly in Moorpark in elections in 1999 and again in 2016 to extend SOAR until 2050.

Save Our Parks Committee: Member + Phone Bank leader and trainer (1999). Trained and supervised
dozens of volunteers to operate a successful phone bank to pass a measure in Moorpark to reinstate a park
assessment that was going to be taken away due to Proposition 218.

Additionally, since 1983, and before being elected, I was a citizen activist who regularly spoke at city council
meetings about issues of importance to me and my friends and neighbors. It was the local community members
who first urged me to run for office in 1998 because of my leadership on the open space and local control issues
facing our city. After my term on council finished, I continued to do the same, especially assisting on the
recently passed Moorpark General Plan 2050 Update.
I participate in numerous local fundraisers or golf tournaments yearly, such as for the Moorpark Foundation for
the Arts, the Moorpark Boys and Girls Club, Moorpark Chamber of Commerce, Holy Cross Church Knights of
Columbus 9969 Foundation, Moorpark Education Foundation, Ruben Castro Charities, Moorpark Food Pantry,
Moorpark Mammoth Run/Rotary, and others.

CHAPTER 3. Establishment and Functions of the Santa Monica Mountains Conservancy [33200 - 33215] ( Chapter 3 added by

(a) The Santa Monica Mountains Conservancy Advisory Committee is hereby created. The advisory committee
consists of 26 members, as follows:
(1) Fifteen representatives of local governments from jurisdictions including the Santa Monica Mountains, one of
whom shall be appointed by the Mayor of the City of Los Angeles, one of whom shall be appointed by the Board of
Supervisors of the County of Los Angeles, one of whom shall be appointed by the City Council of the City of Thousand
Oaks, one of whom shall be appointed by the Board of Supervisors of the County of Ventura, one of whom shall be
appointed by the City Council of the City of Agoura Hills, one of whom shall be appointed by the City Council of the
City of Westlake Village, one of whom shall be appointed by the City Council of the City of Malibu, one of whom shall
be appointed by the City Council of the City of Calabasas, one of whom shall be appointed by the City Council of
Burbank, one of whom shall be appointed by the City Council of Glendale, one of whom shall be appointed by the City
Council of La Canada-Flintridge, one of whom shall be appointed by the City Council of Pasadena, one of whom shall
be appointed by the City Council of Sierra Madre, one of whom shall be appointed by the City Council of South
Pasadena, and one of whom shall be appointed by the Board of Supervisors of Los Angeles County to represent the
unincorporated communities within the jurisdiction of the East Rim of the Valley Trail Corridor, after consultation with
the Town Council of Altadena and the Crescenta Valley Town Council.
(2) Six public members, two of whom shall be appointed by the Governor, two of whom shall be appointed by the
Senate Committee on Rules, and two of whom shall be appointed by the Speaker of the Assembly.
(3) One representative of the Rancho Simi Recreation and Park District, to be appointed by the district board of
directors.
(4) One representative of the Conejo Recreation and Park District, to be appointed by the district board of directors.
(5) One representative of the Pleasant Valley Recreation and Park District, to be appointed by the district board of
directors.
(6) One representative of the City of Santa Clarita, to be appointed by the city council.
(7) One representative of the City of Moorpark, to be appointed by the city council.
(b) The appointing powers shall make every effort to ensure that the ethnic and racial composition of the advisory
committee reflects the racial and ethnic composition of the population of the state.
(c) The advisory committee shall select from among its members a chairperson and a vice chairperson.
(d) The members of the advisory committee shall serve without compensation, but shall be reimbursed for necessary
expenses incurred in the performance of their duties.
(e) The advisory committee has the following duties:
(1) Propose and review projects for conservancy action and report to the conservancy regarding the conformity of the
projects with the plan.
(2) Review proposed amendments to the plan.
(3) Provide opportunities for public participation.
(f) Twelve members of the advisory committee shall constitute a quorum for the transaction of any business of the
advisory committee.
