HomeMy WebLinkAboutMIN 2023 0524 CC SA SPC MINUTES OF THE CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark, California May 24, 2023 A Special Meeting of the City Council of the City of Moorpark and the Successor Agency was held on May 24, 2023, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the City Council unless otherwise noted. 1. CALL TO ORDER: Mayor Pro Tem Groff called the meeting to order at 6:01 p.m. 2. PLEDGE OF ALLEGIANCE: Community Development Director Carlene Saxton led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Castro, Delgado, Groff, and Means. Absent: Mayor Enegren. Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City Manager; Brian Chong, Assistant to the City Manager; Yolanda Cunning, Finance/Administrative Services Director; Daniel Kim, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; Carlene Saxton, Community Development Director; Doug Spondello, Deputy Community Development Director; Hiromi Dever, Budget and Finance Manager; Stephanie Anderson, Recreation Services Manager; Jessica Sandifer, Community Services Manager; Roger Pichardo, Program Manager; Chris Ball, Senior Management Analyst; John Bandek, Management Analyst; Michelle Woomer, Management Analyst; Andres Pena, Information Systems Technician II; Captain Darin Hendren, Ventura County Sheriffs Office; and Ky Spangler, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Receive and Discuss City Manager's Proposed Operating and Capital Improvements Budget for Fiscal Year 2023/24. Staff Recommendation: Discuss the proposed budget for Fiscal Year 2023/24. Minutes of the City Council/Successor Agency Moorpark, California Page 2 May 24, 2023 Mr. Brown summarized his budget recommendations and introduced Ms. Cunning who gave the Fiscal Year 2023/24 budget presentation. There were no speakers. Mr. Brown responded to Council questions regarding CalPERS funding levels and provided an overview of information included in the budget summary and Department Heads covered the primary departmental and divisional sections of the budget. Mr. Brown concluded with an overview of the Capital Improvement Project expenditures. Mr. Brown and staff responded to Council questions, primarily regarding capital project statuses and timing. CONSENSUS: It was the unanimous consensus of the Council to receive the City Manager's Budget Proposed Operating and Capital Improvements Budget presentation for Fiscal Year 2023/24, and to schedule the Fiscal Year 2023/24 Budget for adoption at the June 7, 2023, regular meeting. 6.
