SUBJECT: Aerial Photography (Report Supplement)
OVERVIEW
This presents cost data for the changes in the contract scope
of work described in the January 11, 1990 staff report.
DISCUSSION
A revised Exhibit "A" and Exhibit "G" to the contract are
attached. The recommended changes to the scope of work set
forth in Exhibit "G" are summarized as follows:
ITEM
. Final Product: Caltrans requires the final
work product for aerial topographic mapping
to be presented in a certain format. This
will require minor additional computer costs.
. Route 23 (north): The alignment of Route 118
will in some degree be affected by the ultimate
alignment of Route 23. The mapping necessary
for the preliminary design of Route 118 and the
118/23 interchange will require additional
aerial photography along the potential alignment
of Route 23 north of the proposed westerly
extension of Route 118.

. Route 118 (East of Princeton): With the design (5,000)
of the 118/23 interconnection in its final stages,
it will not be necessary to provide mapping east
of Princeton Street so this area can be deleted
from the contract.
TOTAL $11,000
The additional cost for the mapping of the Route 23 extension
is comparable to the original bid prices submitted last year.
RECOMMENDATION
Staff recommends that the City Council take the following
action:
1. Approve the change in the scope of work as described
in Exhibit "G".
2. Appropriate $-8A0 from the City-wide Traffic
Mitigation Fund for these additional costs.

The following changes/clarifications to the scope of work
(Exhibit "A") deemed necessary to meet the intent of project
are the product of discussions between the City, Caltrans and
the contractor at the pre -job meeting held on January 9,
1990.

Staff concludes that although the proposed business venture would satisfy
the economic needs of the Community, the project site with its close
proximity to single family residences is not suitable for the type of
business proposed by the applicant. Based on the issues mentioned above and
the failure to meet the required findings, staff, therefore, recommends
denial of the applicant's current modifications.
Staff Recommended Action
1. Review and consider the information -in the Negative Declaration and
Mitigation reporting and Monitoring Program.
2. Make the appropriate findings (refer to page 10 of the staff report).
3. Direct staff to prepare a resolution denying the requested Major
Modification No. 1 and approving Minor Modification No. 3 for adoption
at the City Council's next meeting of February 7, 1990..

MOTION: Councilmember Harper moved and Councilmember Brown
seconded a motion to approve 10:00 a.m. - 4:00 p.m. Sunday
operation; no permanent storage of u-haul trucks on the
premises; fax to be for personal use during business hours
only; new landscaping to be provided at the expense of the
applicant and approved by the Director of Community
Development; landscaping to provide for effective screening
of the premises from the adjacent homeowners; landscaping
material to be planted on homeowners, properties at their
discretion after Director of Community Development meets
with the homeowners to see if such plantings are feasible;
increasing the height of the wall to be checked for
feasibility; performance bond to be required in the amount
Of $10,000.
AMENDMENT TO THE MOTION: Councilmember Brown moved and
Councilmember Harper seconded a motion to delay Sunday
hours of operation until installation of landscaping. The
motion carried by unanimous voice vote.
