SUBJECT: Consider Themes for Arroyo Simi Trail
BACKGROUND
In June 2003, the City Council approved the Arroyo Simi Trail Feasibility Study. The
feasibility study identified the most feasible near and long-term routes for a multi -use
pedestrian and bicycle trail along the Arroyo Simi corridor. The multi -use trail is intended
to promote alternative forms of transportation through the City of Moorpark, and provide
new recreational and public art opportunities. In July 2022, the City Council approved an
agreement with ALTA Planning + Design, Inc. (ALTA) to create a master plan document
for the Arroyo Simi Trail Project. The creation of a master plan document will allow the
City to seek project approvals for the trail as well as apply for various grant opportunities
to fund the project.
DISCUSSION
As noted, one of the project objectives for the Arroyo Simi Trail Master Plan is to provide
opportunities for public art and recreation on and adjacent to the trail. The Master Plan
document will identify locations for public art opportunities but also outline guiding
principles for the public art installations to offer artists and designers a set of criteria to
guide the design of their works along the trail. These principles do not limit aesthetics or
creativity but are intended to ensure a cohesive vision along the Arroyo Simi Trail. To that
end ALTA has developed several themes for consideration. Below are the proposed
themes and a description of each theme.
Theme 1: WONDER -WANDER Color-Immersive
A celebration of the colors and creative spirit of Moorpark. "Wonder -Wander" imagines
the trail as a vibrant corridor curated with design and vivid colors to inspire and excite the
community and create an experience to enjoy and share with others. This theme draws
inspiration from the vibrant colors of seasonal wildflowers in the surrounding foothills.

Theme 2: CULTIVATE Naturalistic -Order
A convergence of art, agriculture, and land stewardship. "Cultivate" celebrates the strong
geometric patterns of agricultural fields, the shape of the land, and the intersection of
natural and conventional materials. This theme merges the colors, textures, and materials
of cultivated agriculture, nature, and the city via a clean and elegant aesthetic that blends
into the surroundings. This theme is inspired by the agricultural context and history of
Moorpark.
Theme 3: MOSAIC Kinetic -Harmony
A celebration of diversity of Moorpark, within the community, nature and history. We
envision a sleek, yet sophisticated Arroyo Simi Trail made to disrupt and break
boundaries, creating continuous, autonomous and creative interrelations between people
and their environment. Increase the diversity of trail users through relevant art and cultural
attractions — expanding on who is using the Trail and who feels welcome.
ALTA is in attendance to give additional detail and background of each of the themes.
The goal tonight is to receive feedback from the Arts Commission on the three themes,
prior to introducing them to the public as part of our public outreach campaign for the
Master Plan document.

Trail Master Plan.
