HomeMy WebLinkAboutMIN 2023 0422 PR SPCMINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on April 22, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mr. Laurentowski called the meeting to order at 9:02 a.m. 2. ROLL CALL: Present: Commissioners Lousen, Morgan, Winters and Vice Chair Flame. Absent: Chair Estrella. 3. PUBLIC COMMENTS: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section. None. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: None. 6. PRESENTATIONS/ACTION/DISCUSSION: A. Parks Tour. The Parks and Recreation Commission and staff toured the following parks in the order listed below. 1. Glenwood Park The Commission and staff toured the park and discussed the rocket ship play structure that will be moved from Tierra Rejada Park, the sidewalks that are planned to be replaced, the removal of sand in the play area and installation of engineered wood fiber, and the installation of a new sand play area. The Commission and staff toured the park and reviewed the new dual use tennis/pickleball courts. A discussion followed about concerns from pickleball players and tennis players, the costs associated with dedicated pickleball courts and difficulties scheduling pickleball classes due to high use of the courts. 3. Tierra Rejada Park The Commission and staff toured the park and reviewed the location of the future inclusive playground. A discussion followed about the expansion of the parking lot and the proposed artwork planned for the project. 4. College View Park The Commission and staff toured the park and reviewed the dog park and discussed the popularity of the dog agility rentals. 5. Mammoth Park The Commission and staff toured the park and discussed the mammoth bones artwork, popularity of the trails in the Highlands community, and concerns about high winds during certain times of the year. B. Consider Consultant for Parks and Recreation Master Plan Update. Staff Recommendation: Select KTU&A as the recommended consultant for the Parks and Recreation Master Plan update and forward recommendation to City Council for consideration. Mr. Laurentowski gave the report. There were no speakers. MOTION: Vice Chair Flame moved and Commissioner Winters seconded a motion to select KTU&A as the recommended consultant for the Parks and Recreation Master Plan update and forward recommendation to City Council for consideration.
