Home Occupation Permit Status Report
The City of Moorpark issued a total of 75 Home Occupation Permits
during the period of January 2, 1990 through December 31, 1990.
During this period, 3 requests were denied because they did not
conform to the criteria set forth in the Home Occupation Permit
Ordinance No. 84. Prior to this reporting period (January to
December 1990) the City issued 102 Home Occupation Permits. This
brings the total number of Home Occupation Permits issued by the
City to 177 as of December 31, 1990.

The number of requests for Home Occupation Permits currently
pending completion of required waiting period, under investigation,
or awaiting further information is five (5).
GENERAL COMMENTS
At this time staff would like to bring to the Council's attention
a few issues pertaining to Home Occupation Permits.
1. Currently there are no time limitations stipulated for Home
Occupation Permits. Thus, recipients receive them for an
indefinite period unless there is some extra ordinary
circumstance causing a violation of their permit. This does
not allow for the City to properly monitor any changes in
their operations, that may be violations of the criteria set
forth in the Ordinance. Currently violations are only brought
to the City's attention when there is a complaint.
2. Processing of requests for Home Occupation Permits consumes
anywhere from two to four man hours of staff's time.
Processing a single Home Occupation Permit can involve site
inspections, phone calls, follow up correspondence along with
other investigative procedures. These actions add up to a
considerable amount of City resources being utilized to obtain
the information needed prior to any approval. There is
currently no fee charged for Home Occupation Permits.
STAFF RECOMMENDATION
That the City Council direct staff to report back with specific
recommendations for amending the City's Home Occupation Permit
process as it relates to time limits and a processing fee. Staff
to report back no later than May 1, 1991.
