Unscheduled Vacancy
BACKGROUND
On July 18, 2023, Commissioner Brandon Elliott emailed the City advising that due to his
relocation out of Moorpark he was no longer eligible to serve on the Arts Commission,
with his resignation becoming effective August 4, 2023. Pursuant to City Council Policy
Resolution No. 2022-4097, Policy 2.2.4 states, in the event of an unscheduled vacancy,
a recruitment is to be initiated if more than six months remains on an appointed term. The
selected candidate will serve the remaining portion of the term ending December 31,
2024.
The City Council Policies Resolution also provided that applicants for the Arts
Commission are required to attend a regular or special City Council meeting, as
scheduled by the City Clerk, to make a brief presentation on qualifications and interest in
the appointment. The recruitment specified October 4, 2023, as the City Council meeting
for applicant presentations.
DISCUSSION
On July 26, 2023, the City Clerk initiated a recruitment which concluded on Monday,
September 18 at 5:00 p.m. Four applications were received; however, one applicant is
unable to attend the Council meeting as required pursuant to the City Council Policies
Resolution, leaving three eligible applicants for Council consideration. Applications for
the following candidates are attached to the staff report.

• Jackie Flame
• Christina Linhardt
None of the applicants have previously served on the Arts Commission.

The City Clerk will conduct a random drawing of the names of the applicants prior to the
start of the meeting to determine the order in which they will speak.
It is recommended that the City Council receive presentations from the applicants, not-
to-exceed three (3) minutes, on qualifications and interest to serve on the Arts
Commission. Following the presentations, the Council is asked to make an appointment
to complete the remaining term concluding December 31, 2024.
The Council’s Policy Resolution also provides the procedure for appointments as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

Hear presentations from applicants and appoint one Commissioner to fill an unscheduled

What work and/or volunteer experience do you have that relates to this position?*
Was a volunteer who was frequently relied upon to help a CSUN professor who was the founder and director of the (no
longer existing) Los Angeles Institute of Contemporary Art (LAICA) physically prepare and help design his exhibition space
and to mount the selected works included in his internationally noted shows. Occasionally was asked to review and
comment on the artist's submissions, and was often asked to write draft press releases and other written materials
describing the shows. I was hired to give visiting lecturer presentations to first year students encompassing Art History
and "Art and Law" at CalArts. I have also personally participated in exhibiting work at judged art shows that I no longer
recall details about including one in Germany, one at CSUN (received an "Honorable Mention"), and some at CalArts where
I was awarded an Ahmanson Foundation Fellowship. I helped judge school age student art shows at Mirman School,
Viewpoint School, and Bridges Academy.

What interests you about this citizen appointment and why do you believe you should be appointed?*
As someone who has lived on his own and financially supported myself completely since I had just turned nineteen years
old in 1972, I have always regretted that the realities of my life made it fairly impractical for me to pursue my interests in
art. I think that public art is an extremely important component of our civilization that requires a great deal of care and
thought because it will say a lot about us and our particular time, and will also potentially remain part of that public space
or history long after we are gone. I think I could be a valuable and useful contributor to making those considerations.

non-profit Team Wish. As moderater of Support Moorpark Bus & Schools I practice great support of our city. Previously, I
was PTSA president at MHS, Ways & Means Chair for Simi Youth Baseball, and served on the BOD at Moorpark Youth
Football and QB Club President at MHS. My passion for the city is tremendous.

confident that I can get the community EXCITED about the Arts Commission's endeavors.

LA Classic Theater, BRIDGE) , and theater as therapy (Imagination Workshop) for unhoused veterans in recovery at the
West LA VA. My 2013 documentary "Guantanamo Circus" won the 2013 Hollywood FAME Award for Best Documentary
and was selected by the Library of Commerce for it's permanent collection. i have also worked as an ethnic dancer and MC
for the Gypsy Folk ensemble.
