HomeMy WebLinkAboutAGENDA REPORT 2023 1018 CCSA REG ITEM 09B POWERPOINTHigh Street Encroachment Permit Guidelines CITY OF MOORPARK Purpose •TO HELP PROMOTE A SAFE AND ATTRACTIVE USE OF PUBLIC AREAS ON HIGH STREET •GUIDELINES ARE INTENDED TO ASSIST APPLICANTS AND BUSINESS OWNERS IN ESTABLISHING AND MAINTAINING ATTRACTIVE AND SAFE ENCROACHMENTS THAT BENEFIT BOTH HIGH STREET BUSINESSES AND CITIZENS 2 Definition of Encroachment ANY OBJECTS, GOOD, SUBSTANCE, OR MERCHANDISE PLACED ON A CITY STREET, OR RIGHT-OF- WAY. 3 GENERAL GUIDELINES •Allowed encroachments should complement public use and improvements. •Encroachments shall maintain a clear path of no less than 6 ft. of clearance. •Encroachments shall not block safe access to businesses, parking spaces, and accessible paths. •No obstruction shall block pathways and curbs City Manager or designee may permit clearance of no less than 4 ft. , provided that safe access can be determined. •Permit Fees -An Encroachment Permit Application Fee is $150 for application processing, plus an Annual Encroachment Permit Fee of $450. •Applicant required to provide a Certificate of Insurance naming City as an additional insured. 4 5Outdoor Dining Allowed Encroachments Outdoor Furniture -Tables 42 in. wide or less. Materials used must be durable and of high quality Umbrella Shades –at least 7 feet vertical clearance Planters/Landscaping placed against business wall Outdoor display of few items or goods sold at the business 6 Prohibited Items •Sales Racks •Portable Heaters •Railings/fencing •Planters used to define seating areas or cordon of sidewalk for private use •Street furniture containing advertising. •Umbrellas with patterns and stripes, or neon colors 7 Questions? 8
