MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Deputy Parks and Recreation Director DATE: 10/18/2023 Regular Meeting SUBJECT: Consider Budget Amendment from Special Projects Fund (3004) to Allocate Funding for Special Inspection and Materials Testing Services for City Hall Tenant Improvement Project (C0070) BACKGROUND In October 2021, the City Council authorized the purchase of 323 Science Drive as the location for a new City Hall. Escrow closed in February 2022, and on February 16, 2022, the City Council approved an Agreement with SVA Architects, Inc. (SVA) for Architectural Design Services for the Tenant Improvements. SVA completed the project documents, and the project went out to bid in June 2023. In August 2024, the City Council awarded an Agreement to Monet Construction, Inc. for the project. DISCUSSION As noted in the August staff report, the services of a Special Inspection and Materials Testing firm would be needed for the project and staff would be returning to City Council for a budget amendment for those services when a quote could be obtained. Staff has reached out to several firms, and have decided to move forward with hiring NV5 for these services. NV5 has extensive experience in these services. Staff is requesting a budget amendment in the amount of $40,000 for these services. The current proposal with contingency is $37,000 however, staff has included a small buffer in case there is additional unforeseen testing needed. The agreement is within the City Manager’s signing authority and can be executed without further City Council approval. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no further environmental review is required Item: 10.E. 360 Honorable City Council 10/18/2023 Regular Meeting Page 2 FISCAL IMPACT The budget cost for the Special Inspection and Materials Testing services is $40,000. These costs are charged on a time and material basis, so only the services used will be charged. As noted at the August City Council meeting, funds for these services were included in the project budget but have not been allocated. Staff is requesting an amendment to the Fiscal Year 2023/24 City Hall Tenant Improvement Project (C0070) from the Special Projects Fund (3004) to cover these costs. COUNCIL GOAL COMPLIANCE This action is consistent with City Council, Goal 3, Objective 3.9: New City Hall Tenant Improvements and Move. Attachment: Draft Resolution No. 2023-_____ 361 RESOLUTION NO. 2023-___ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2023/24 BUDGET TO ALLOCATE $40,000 FROM THE SPECIAL PROJECTS FUND (3004) FOR CITY HALL TENANT IMPROVEMENT PROJECT (C0070) WHEREAS, the City Council adopted the Operating and Capital Improvement Budget for Fiscal Year 2023/24 on June 21, 2023; and WHEREAS, a staff report has been presented to the City Council requesting approval of a budget amendment in the amount of $40,000 from the Special Projects Fund (3004) to fund Special Inspection and Materials Testing Services for the City Hall Tenant Improvement Project (C0070); and WHEREAS, Exhibit “A” hereof describes said budget amendment and its resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $40,000 from the Special Projects Fund (3004), as more particularly described in Exhibit A, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
