MOORPARK CITY COUNCIL
AGENDA REPORT
TO: Honorable City Council
FROM: Roger Pichardo, Program Manager
DATE: 10/18/2023 Regular Meeting
SUBJECT: Consider Senate Bill (SB) 1383 Local Assistance Grant Program Fiscal
Year (FY) 2022/23 and Adopt Resolution Authorizing Submittal of
Application to California Department of Resources Recycling and
Recovery (CalRecycle) for Grant Funds in the Amount of $77,305
BACKGROUND
The California Department of Resources and Recovery (CalRecycle) offers the Senate
Bill (SB) 1383 Local Assistance Grant Program FY 2022/23 Pursuant to Chapter 395,
Statutes of 2016. This noncompetitive grant program will provide funding to local
jurisdictions to assist with the implementation of regulation requirements associated with
SB 1383. The term of the program begins April 1, 2024, and ends April 2, 2026. Program
expenditures may start no earlier than the date of the award of funds.
DISCUSSION
Under the terms of the CalRecycle SB 1383 Local Assistance Grant Program FY 2022/23,
the City of Moorpark is eligible to apply for approximately $77,305 to assist with the
implementation of regulation requirements associated with SB 1383. The CalRecycle
grant funding can be used to support a variety of program areas related to SB 1383, such
as planning, edible food recovery and collection, education and outreach, program
enforcement and inspection services, program evaluation and gap analysis, and record
keeping. Additionally, grant funding can also be used for the procurement of locally
recovered organic waste products, such as mulch and compost. The City currently
allocates $25,000 annually for the procurement of mulch that is installed in our parks.
This grant funding would offset those costs, resulting in substantial savings to the General
Fund. Allocation to recipients is calculated on a per capita basis using the Department of
Finance’s population statistics. The Program application is due November 15, 2023, and
must contain an approved grant resolution from the City Council authorizing submittal of
the application and identifying the individual(s) authorized to execute any agreements,
contracts, and requests for payments. Program expenditures do not require applicants
to provide cost share or matching funds.
