The Ventura County Board of Supervisors has initiated the formation
of a Regional Trails Advisory Committee to evaluate and provide
guidance in the development of a Regional Trails and Pathways
Program. The Mayor has been invited to participate as a member of
this advisory body. Most of the meetings will be held at the
County Government Center on the fourth Wednesday of each month from
7:00 p.m. to 9:00 p.m. The program study phase is expected to be
completed within 12 to 14 months.
The City has also been requested to nominate two public members to
serve on the Committee for each of the following user groups:
Equestrian Users
Hikers and Walkers
Off Road Bicycle Users (Mountain bikes)
Racing and Touring Road Bikes
Private Sector Employers (Large Companies)
The County is requesting nominations only -- the appointment of the
public members will be made by the County. As there is not
sufficient time for the City to follow our normal procedure in
making appointments, (we need to provide our nominations to the
County on February 18), staff is requesting that nominations be
made this evening to be considered by the County for appointment to
the Committee.

Executive Summary
Proposed Regional Trails and Pathways
(RTAP) Program Summary
This summary describes the Regional Trails Advisory Committee (RTAC) and the Phase I process
needed to establish the Regional Trails and Pathways Program for the County of Ventura.
Background
The Board of Supervisors has identified the need to provide a countywide trails and pathways master
plan. Staff has prepared a plan for the first phase development of the program. Phase I includes the
formation of a Regional Trails Advisory Committee (RTAC) to be chaired by County Supervisors
Maggie Kildee and Vicky Howard, and the development of the program plan for the Regional Trails
and Pathways Program. As a first step, the RTAC will be appointed by the Board. The purpose of
this committee is to facilitate and guide the planning effort through a public process.
RTAC Organization
The RTAC will be appointed by nomination of the chair from a list of public agencies, user groups
and advocates expressing interest in the program. The RTAC will tentatively consist of the following
members:
Ventura County Parks & Harbor Commission (1)
Park & Recreation agencies (5-7 local)
State Park Department (1)
Santa Monica Mountains Conservancy (1)
Farm Bureau (1)
Military (1)
Equestrian Users (2)
Hiking Users (2)
Road Bike Users (2)
Mountain Bike Users (2)
Private Business (2)
Handicapped Users (1)
U.S. Forest Service or other local federal agency (1)
In addition to the Committee, a select group of technical advisors will be appointed from the County
Public Works Agency, Resource Management and Recreation Services. In addition, trail and
pathway planners from other local agencies will be invited to participate as part of the technical
group. Special advisors including County Counsel and the Chief Administrator's Office will be
consulted from time to time on a variety of matters requiring their expertise. r uvlic input will be
solicited through satellite meetings and presentations to be held in selected locations throughout the
County.

RTAC Responsibilities - Program Preparation - Phase I
The RTAC will be responsible, in cooperation with County staff, for providing guidance for the
establishment of a Regional Trails Plan for the County of Ventura. RTAC will function at various
levels during the program preparation phase. The tentative list of tasks to be accomplished during
this phase include the following:
Month 1. Introduction: Introduction to the program, organization and conceptual
framework; Mission Statement, Initial Goals and Objectives.
Month 2. -Mission: Finalize Mission, Goals & Objectives; define scope of program and
project; develop issues list.
Month 3. Inventorv: Develop inventory of existing resources (people, agencies, programs,
facilities); develop inventory of potential information sources; develop inventory of
policies and jurisdictional components.
Month 4 Resource Assessment: Prepare a resource data base for RTAC review.
Month 5. Demand Survey: Develop a demand survey that may be used to assess the public
need for a regional trails system. Issue survey and compile information.
Month 6. Satellite Meetings: Conduct public input and information meetings.
Month 7 Assessment: Review survey and develop additional tasks, issues, goals, or
program components.
Month 8. Jurisdictional Issues: Develop a list of legal and jurisdictional issues.
Month 9. Opportunities & Constraints: Develop a list of opportunities for the trails
program and a list of key constraints and issues.
Month 10. Draft Regional Trails Program Plan: Prepare a draft plan and alternatives for
regional trails along with a narrative describing the plan.
Month 11. Satellite -Meetings: Present study findings and alternatives for public input and
comment.
Month 12. Final Draft Program Plan: Prepare final draft plan and review with RTAC for
recommendation to the Board.
Month 13. Board Action: Present to Board for adoption as policy.
The meeting schedule suggested above only addresses the major tasks and it is anticipated that others
will be added as definition of the program comes into focus. While the above identifies a portion of
the tasks to be accomplished, there are six significant stages in the development of the Regional Trails
and Pathways Program. The first four logically fit into a Phase I - Program Plan. The last two are
included in the Phase 11- Implementation Plan.

Implementation plan and design criteria
Each of the above stages should be comprehensive and must be accomplished sequentially. It is
important to know that a citizens committee is not expected to perform the tasks involved in each
stage although RTAC members may wish to take a "hands-on" approach and offer to provide
additional time and/or input. They are expected to provide guidance to the professional planners and
facilitate citizen input during the process.
RTAC Time Requirements
The RTAC members will be requested to attend at least one meeting monthly of two hours duration.
Additional time will be required to review reports and mailings, prepare for meetings and prepare any
additional tasks as may be accepted during the process. Other meetings for public presentations are
planned to cover the urban areas of the County. These will be held in at least five locations
countywide. Attendance is encouraged but not mandatory.

Dear Mayor Lawrason:
The Ventura County Board of Supervisors has initiated the formation of a Regional
Trails Advisory Committee to evaluate and provide guidance in the development of a
Regional Trails and Pathways Program. We have been appointed by the Board to
chair this committee and are pleased to invite your participation as a member of this
advisory body.
The enclosed information explains the function, anticipated schedule and expected
results of the first phase of the program. The primary focus of this study will be on
the areas of alternative transportation and recreation travel uses. Please keep this in
mind as you select a representative. The person selected for this appointment will
need to commit two hours each month to attend meetings, and a limited amount of
time to review reports and mailings, prepare for meetings, and perform any
additional tasks which may arise from time to time. We expect the program study
phase to be completed within 12 to 14 months.

east County and one from west County.
