HomeMy WebLinkAboutMIN 2023 0412 CC SA SPC JNT PR MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PARKS AND RECREATION COMMISSION Moorpark, California April 12, 2023 A Special Joint Meeting of the Moorpark City Council and Parks and Recreation Commission was held on Wednesday, April 12, 2023, at 6:30 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Enegren called the City Council meeting to order at 6:30 p.m. Chair Estrella called the Parks and Recreation Commission meeting to order at 6:30 p.m. 2. THE PLEDGE OF ALLEGIANCE: Parks and Recreation Chair Estrella led the Pledge of Allegiance. 3. ROLL CALL: Parks and Recreation: Commissioners Flame, Lousen, Morgan, Winters, and Chair Estrella. City Council: Councilmembers Castro, Delgado, Groff, Means, and Mayor Enegren. Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City Manager; Brian Chong, Assistant to the City Manager; Daniel Kim, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; Carlene Saxton, Community Development Director; Yolanda Cunning, Administrative Services Director; Jessica Sandifer, Community Services Manager; Stephanie Anderson, Recreation Services Manager; Chris Thompson, Senior Information Systems Administrator; and Ky Spangler, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Update on Strategies, Goals and Objectives for Fiscal Years 2021/22 and 2022/2023. Staff Recommendation: Receive and file updates of the Strategies, Goals and Objectives for Fiscal Years 2021/22 and 2022/23. Minutes of the City Council and Parks and Recreation Commission Moorpark, California Page 2 April 12, 2023 Mr. Brown gave a brief introduction and Mr. Gagajena gave a brief oral report on the status of the strategies, goals and objectives and completion rates of the various items and anticipate an 85% overall completion rate on the goals identified. There were no speakers. The City Council and Parks and Recreation Commission discussed: 1) The San Diego California Park & Recreation Society (CPRS) Convention noting pickleball was a hot topic of discussion and that the City has done a good job keeping up with this growing sport. Commissioner Lousen commented on an online court reservation system and will share information with staff and remarked that corn hole tournaments are also becoming popular; 2) City Manager Brown commented on the Parks and Recreation Master Plan update that is upcoming that will look at recreation opportunities and demands comprehensively; 3) A brief discussion took place on funding mechanisms presented at the conference including grants and public/private partnerships; 4) Staff was commended for the ticket sale process for the Egg Hunt that made the event run smoothly; and 5) Sponsorship opportunities exist for businesses to participate in community events and this should be more widely publicized. 1 On behalf of the City Council, Mayor Enegren thanked the Parks and Recreation Commission for their service to the community. 6. ADJOURNMENT: Mayor Enegren adjourned the City Council meeting and Chair Estrella adjourned the Parks and Recreation Commission meeting at 6:52 p.m. .. sg41- Chris R.
