MINUTES OF THE ARTS COMMISSION SPECIAL MEETING Moorpark Community Center 799 Moorpark Avenue A Regular Meeting of the Arts Commission the City of Moorpark was held on August 15, 2023, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Chair Blaugrund called the meeting to order at 6:03 P.M. 2.PLEDGE OF ALLEGIANCE: Commissioner Simons led the pledge of allegiance. 3.ROLL CALL: Present: Commissioner Simons, Vice Chair De Haz and Chair Blaugrund. Absent: Commissioner Hoberg. Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Jessica Sandifer, Deputy Parks & Recreation Director, Chris Ball, Senior Management Analyst, and Kimberly Sexton, Administrative Specialist 4.PUBLIC COMMENTS: None. 5.REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section.) PRESENTATIONS/ACTION/DISCUSSION: A. Receive Presentation from Moorpark Library Director Christine Conwell Announcing Upcoming Library Arts programs. Staff Recommendation: Receive Verbal Presentation. Ms. Conwell gave the presentation. There were no speakers. CONSENSUS: Received presentation. B. Receive Presentation from Moorpark Foundation for the Arts General Manager and Events Director Ken Rayzor Announcing the 2024 Moorpark Apricot Festival. Staff Recommendation: Receive Verbal Presentation. Mr. Rayzor gave the presentation. There were no speakers. CONSENSUS: Received presentation. C. Consider Artist for Inclusive Playground Gateway and Fencing Public Art Project. Staff Recommendation: Affirm the Selection Panel’s recommendation of Urban Rock Design as the artist for the Inclusive Playground Gateway and Fencing Public Art Project and forward recommendation to the City Council. Mr. Ball gave the report. Ms. Centuori and Mr. Rock from Urban Rock Design presented preliminary artwork and a model of the proposed gateway and fencing. A discussion followed between the artists and Commissioners about various aspects of the proposed design and construction. Chair Blaugrund voiced concerns about the lack of connection to the Enchanted Playground theme. There were no speakers. MOTION: Commissioner Simons moved and Vice Chair De Haz seconded a motion to approve the Selection Panel’s recommendation of Urban Rock Design as the artist for the Inclusive Playground Gateway and Fencing Public Art Project and forward recommendation to the City Council. The motion carried by voice vote, 2-1 with Chair Blaugrund dissenting. 5 Minutes of the Arts Commission Regular Meeting Moorpark, California Page 3 August 15, 2023 D.Consider Themes for Arroyo Simi Trail. Staff Recommendation: Receive presentation and provide comments on the proposed Themes for the Arroyo Simi Trail Master Plan. Ms. Sandifer gave the report. Mr. Powell from Alta Planning + Design, Inc. gave an overview of the Arroyo Simi Trail Master Plan project that included a draft of design guidelines and approach to public art, and three design themes that will be presented to the community, signage, furnishings and materials and upcoming project milestones. Commissioners provided comments about each theme. A discussion followed between the Commissioners and Mr. Powell about the themes, material of the path, grants for funding and termination at the west end of the trail. CONSENSUS: Received presentation and provided comments. 8.CONSENT CALENDAR: MOTION: Commissioner Simons moved and Vice Chair De Haz seconded a motion to approve the Consent Calendar. The motion carried by voice vote, 3-0. A.Approval of Minutes of the Arts Commission Special Meeting of March 7, 2023. Staff Recommendation: Approve as presented. 9.ADJOURNMENT: Chair Blaugrund adjourned the meeting at 7:25 P.M.
