MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on September 5, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Estrella called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE: Mr. Ball led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Lousen, Morgan, Winters, Vice Chair Flame and Chair Estrella. Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Chris Ball, Senior Management Analyst and Kimberly Sexton; Administrative Specialist. 4. PUBLIC COMMENTS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section ). None. 6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Vice Chair Flame announced that he attended the 3rd of July event and read at Storytime in the Park. Commissioner Lousen announced that he attended the 3rd of July event and commented that the finale was one of the best. Commissioner Lousen also stated that he attended the Police Department’s National Night Out event at Arroyo Vista Community Park and said it was very informative. Commissioner Morgan commented that he noticed Miller Park is well used on the weekends. 24 Minutes of the Parks and Recreation Commission Moorpark, California 2 September 5, 2023 Chair Estrella announced upcoming recreation events including Movies in the Park, and a Concert in the Park on September 23, 2023 7. PRESENTATIONS/ACTION/DISCUSSION: A. Consider Playground Design and Equipment for Inclusive Playground at Tierra Rejada Park. Staff Recommendation: Approve inclusive playground design and equipment as presented and forward recommendation to the City Council. Mr. Ball gave the report. There were no speakers. Commissioners and staff discussed the metal slide and why it was chosen over a plastic slide. Commissioners and staff discussed safety requirements for playground equipment. Commissioners and staff discussed how the city’s history will be incorporated into the playground design. MOTION: Commissioner Winters moved and Commissioner Morgan seconded a motion to approve the inclusive playground design and equipment as presented and forward recommendation to the City Council. The motion carried by voice vote, 5-0. B. Consider Dates for Fall Park Tour. Staff Recommendation: Select a date and time for five or six parks to tour during the Fall 2023 Special Commission Meeting and Park Tour. Mr. Laurentowski gave the report. There were no speakers. CONSENSUS: It was the consensus of the Commissioners to hold the Fall Special Commission Meeting and Park Tour on September 30, 2023, at 9:00 a.m. and tour Country Trail Park, Poindexter Park, Campus Park, Walnut Acres Park, and Miller Park. 8. CONSENT CALENDAR: MOTION: Commissioner Morgan moved and Commissioner Winters seconded a motion to approve the Consent Calendar. The motion carried by voice vote, 5-0. A. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of March 6, 2023. Staff Recommendation: Approve as presented. B. Approval of Minutes of the Parks and Recreation Special Commission Meeting of April 22, 2023.
