MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on October 2, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Chair Estrella called the meeting to order at 6:30 p.m. 2.PLEDGE OF ALLEGIANCE: Commissioner Morgan led the Pledge of Allegiance. 3.ROLL CALL: Present: Commissioners Lousen, Morgan, Winters, Vice Chair Flame and Chair Estrella. Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Chris Ball, Senior Management Analyst and Kimberly Sexton; Administrative Specialist. 4.PUBLIC COMMENTS: None. 5.REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section ). None. 6.ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Commissioner Winters stated the Parks and Recreation commissioners attended the Fall Park Tour on Saturday, September 30, 2023 and commented that the parks are well maintained and actively used. Vice Chair Flame announced that he attended the High St. Depot project ribbon cutting ceremony, the Moorpark College Zoo 50th anniversary celebration and the Moorpark Chamber of Commerce job fair. Commissioner Lousen announced that he attended the Moorpark Symphony Orchestra concert in the park. 27 Minutes of the Parks and Recreation Commission Moorpark, California Page 2 October 2, 2023 Chair Estrella announced upcoming recreation events including Monster Mash Skate Night on October 14, 2023, A Nightmare Before Christmas Movie in the Park on Saturday October 21, 2023, and that Fall Class and Fall Camp registration is open. 7.PRESENTATIONS/ACTION/DISCUSSION: A.Parks & Recreation Master Plan Focus Group Facilitated by Consultant Team from KTUA. No Staff report. Staff Recommendation: Receive presentation and provide input. Mr. Leon, consultant from KTUA, facilitated the Parks & Recreation Master Plan focus group. There were no speakers. Commissioners provided input. Commissioner Winters commented that maintaining the current level of upkeep and maintenance in the parks is important. He requested future planning should include more lighted sport fields and requested that outreach and community engagement for the Parks & Recreation Master Plan Project be inclusive of all residents. Commissioner Morgan suggested several ideas including fostering the growth of recreation programing, expanding programing that supports working parents, continue to partner with the school district to utilize facilities and to prioritize connecting trails in Moorpark to other cities. Vice Chair Flame suggested expanding opportunities for teens to get involved in recreation. Commissioner Lousen suggested several ideas including acquiring land for more sport fields, building a pickleball complex, expanding the number of concerts in the park and suggested roller hockey as a future trending sport. Chair Estrella commented that residents would like an additional dog park but there is not currently a suitable location for it.
