SUBJECT: Consider Update on Arroyo Simi Trail Master Plan
BACKGROUND & DISCUSSION
In June 2003, the City Council approved the Arroyo Simi Trail Feasibility Study. The
feasibility study identified the most viable near and long-term routes for a multi-use
pedestrian and bicycle trail along the Arroyo Simi corridor. The multi-use trail is intended
to promote alternative forms of transportation through the City of Moorpark and provide
new recreational opportunities. The next step in making the Arroyo Simi Trail project
come to fruition is the creation of a master plan document. The creation of a master plan
document will allow the City to seek project approvals for the trail as well as apply for
various grant opportunities to fund the project.
In July 2022, an agreement was awarded to ALTA Planning + Design, Inc. (ALTA) to
prepare the master plan document. The project was kicked off in September 2022 and
since that time ALTA has prepared a project website (arroyosimitrail.com), begun
community outreach activities, researched and prepared the existing conditions and
opportunities and constraints report, and begun stakeholder meetings with regulatory
agencies.
For community outreach, ALTA prepared and distributed a community survey that seeks
opinions on the project, how the trail would be used, and any other features/amenities
potential trail users would like to see. To date, the City has received 120 survey
responses. Staff also attended Moorpark High School’s Groundhog Day Run and the
City’s Community Yard Sale event to introduce the project to the Community, and most
recently ALTA attended Country Days to gather community input. A community workshop
was held on October 24, 2023, to provide the community and interested trail users an
opportunity to view and provide comments on the various proposed trail alignments and
crossings, project amenities, and public art opportunities.

When it is completed, the master plan document will showcase preferred trail alignments
and crossing scenarios, outline a phased construction approach, provide a cohesive
design theme for the trail and associated amenities as well as outline public art
opportunities along the trail. The completion of the master plan document will also open
up opportunities to apply for various grants for design and construction funding for the
different phases.
ALTA will be presenting a detailed update on the status of the master plan process
including outlining where the trail alignment and crossing options are, potential design
themes, and public art opportunities.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
No fiscal impact.
COUNCIL GOAL COMPLIANCE
This action is consistent with City Council Goal 1, Objective 1.7, “Arroyo Simi Trail Master
Plan.”

through Moorpark.
•The Arroyo Simi Trail presents a tremendous opportunity for Moorpark to expand its
open space and active transportation networks both locally and regionally.
•This key component of the larger Arroyo Simi Trail will connect to Simi Valley’s
portion of the trail and help set precedent for extending the trail into Ventura County.
