MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 11/15/2023 Regular Meeting SUBJECT: Consider Appointments to the Citizens Transportation Advisory Committee BACKGROUND The Citizens Transportation Advisory Committee (CTAC) acts as an advisory board to the Ventura County Transportation Commission on matters concerning transportation planning and the annual identification of unmet public transit needs. The CTAC meets four times a year. The City has two representatives and one alternate who serve on the Committee for a two-year term. DISCUSSION Recruitment for the two regular positions and one alternate have been open on a continuous basis since the expiration of the prior terms which concluded December 31, 2020. Multiple advertising and outreach efforts have been utilized, including social media posts and press releases in the Acorn, announcements by the Mayor at City Council meetings, notification on the City website home page scrolling banner, and postings on the Community Bulletin Board, Library, Active Adult Center, City buses and on the Moorpark Transit Division’s ‘Announcements’ webpage. It should be noted the dramatic reduction in public transit usage during the COVID-19 pandemic likely also impacted interest in service on the CTAC. Despite using all available outreach methods, no applications were received until September and October 2023. The City has now received two applications from the following individuals: Elizabeth Galbraith Andrew Cantwell Although there are two positions and one alternate on the CTAC, staff recommends appointing the two current applicants for a two-year term concluding December 2025, and maintaining an on-going open recruitment for the alternate position until filled. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. I am an attorney licensed to practice law in California and Missouri. I have my JD and MBA from Washington University in St Louis. I attended a professional graduate program at USC in School Business Management. I am currently the assistant superintendent of administrative services for Burbank Unified School District where I am the CFO and CAO of a school district with 2,000 employees that serve more than 15,000 students. Describe your involvement in community activities, volunteer and civic organizations other than partisan political activities:* I have coached more than a dozen seasons of youth basketball through the Junior Basketball League at AVRC and in the former Moorpark Basketball Association. I have been a Rotarian in Ojai, California and Georgetown, Texas and have served on numerous community boards in those communities for redevelopment, First5, a charter school, education foundations, etc. I currently serve on the Board of the Mountain Meadows PTA. To accomplish the goals of reducing carbon emissions and traffic congestion, it is essential to make public transportation competitive with private automobile trips. Additionally, my planning education has rewarded me with the historical background and technical knowledge of Californian automobile dependency, the importance of equitable mobility, and potential solutions for sustainable transportation for all.
