MINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION Moorpark Community Center 799 Moorpark Avenue A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on September 30, 2023, at the Arroyo Vista Recreation Center located at 4550 Tierra Rejada Road, Moorpark, California, 93021 in the Magnolia Room. 1.CALL TO ORDER: Mr. Laurentowski called the meeting to order at 9:0 5 a.m. 2.ROLL CALL: Present: Commissioners Lousen, Morgan, Winters, Vice Chair Flame and Chair Estrella. 3.PUBLIC COMMENTS: None. 4.REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Items to be pulled from the Consent Calendar shall be identified under this section. None. 5.ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: None. 6.PRESENTATIONS/ACTION/DISCUSSION: A.Parks Tour. The Parks and Recreation Commission and staff toured the following parks in the order listed below. There were no speakers. 1.Poindexter Park The Commission and staff toured the park and discussed the skate park fence, issues with vandalism and with people breaking into the skate park when it’s closed. Staff advised there is funding in the budget to replace the fence in the near future. The Commission and staff discussed lighting and the fact that it was replaced several years ago with taller light standards to deter vandalism.67 Minutes of the Special Parks and Recreation Commission Moorpark, California Page 2 September 30, 2023 2. Walnut Acres Park The Commission and staff toured the park and discussed the water retention devices that were constructed in the street and within the park and discussed the addition of planted trees in the turf area to help keep the area passive due to the close proximity of the adjacent homes. 3. Campus Park The Commission and staff toured the park and staff advised the restroom will be replaced next year due to the fact that it’s exceeded its useful life and does not meet current ADA requirements. 4. Miller Park The Commission and staff toured the park and discussed the high use of the park for a variety of sports and private rentals, and that it is one of the most popular parks for rentals due to new playground amenities, primarily the zip line, that were installed several years ago. The Commission and staff also discussed the limited parking spaces within the park and on Spring Road, and the fact that there are no additional opportunities to increase parking without losing park features. 5. Country Trail Park The Commission and staff toured the park and viewed the natural area and success of several milkweed plants that were planted last ye ar by volunteers. They discussed the trail alignment that was constructed several years ago and the need for another trail connection in the future. Staff explained how the storm drain channel functions in large storm events, and ultimately floods the park, limiting the city’s ability to install a restroom facility within the park property. B. Consider Proposal from Ventura Roller Sports to Construct a Roller Hockey Court on the Multi-Purpose Court. Staff Recommendation: Provide direction to staff. Adam Poe from Ventura Roller Sports gave the report. There were no speakers.
