MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION
Moorpark Community Center 799 Moorpark Avenue
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on November 6, 2023, at the Moorpark Community Center located at 799 Moorpark Avenue,
Moorpark, California.
1.CALL TO ORDER:
Chair Estrella called the meeting to order at 6:31 p.m.
2.PLEDGE OF ALLEGIANCE:
Ms. Sexton led the Pledge of Allegiance.
3.ROLL CALL:
Present: Commissioners Lousen, Morgan, Winters and Chair Estrella.
Absent: Vice Chair Flame.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Stephanie
Anderson, Recreation Services Manager and Kimberly Sexton; Administrative Specialist.
4.PUBLIC COMMENTS:
None.
5.REORDERING OF, AND ADDITIONS TO, THE AGENDA:
(Items to be pulled from the Consent Calendar shall be identified under this section).
None.
6.ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Commissioner Winters announced that he participated in the Country Days Parade with
Chair Estrella and Commissioner Morgan and commented that the event was well
attended.
Commissioner Lousen announced that he participated in the Senior Games and thanked
staff for organizing the event.
Commissioner Lousen announced that he participated in Haunted High Street passing
out candy at Truck or Treat and reported the event was well attended.

Chair Estrella announced registration for Winter Recreation Programs opens on
November 13, 2023.
7.PRESENTATIONS/ACTION/DISCUSSION:
A.Consider Recreation Programs Cost Recovery Summary Fiscal Year 2022-2023.
Staff Recommendation: Provide feedback on the cost recovery report and direct
staff to present the report to City Council.
Ms. Anderson gave the report.
There were no speakers.
Staff and Commissioners discussed the annual sponso rship program as it relates
to free events.
Commissioner Lousen suggested staff consider collecting donations at the free
concert events.
Commissioner Morgan commented that Adult Sport League participation seems to
be trending in the right direction and encouraged staff to continue the programing
even though it didn’t meet the minimum cost recovery goal.
MOTION: Commissioner Morgan moved and Commissioner Winters seconded a motion
to direct staff to present the report to City Council. The motion carried by voice vote, 4-0,
Vice Chair Flame absent.
8.CONSENT CALENDAR:
MOTION: Commissioner Winters moved and Commissioner Morgan seconded a motion to
approve the Consent Calendar. The motion carried by voice vote, 4-0, Vice Chair Flame absent.
A.Approval of Minutes of the Joint City Council and Parks and Recreation
Commission Meeting of April 12, 2023. Staff Recommendation: Approve as
presented.
B.Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
September 5, 2023. Staff Recommendation: Approve as presented.
C.Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
October 2, 2023. Staff Recommendation: Approve as presented.

9.ADJOURNMENT:
Commissioner Estrella adjourned the meeting at 6:50 p.m.
